As used in this chapter, the following terms
shall have the meanings indicated:
BUILDING
Any structure used or intended to be used as a dwelling or
place of business or industry, or any other use requiring a location
identity, but shall not include any accessory building located upon
a lot where there is also a main building.

It shall be the duty of the Township to notify
property owners of the number which has been assigned to their property.

Every property within the Township of Lehigh, Northampton County,
Pennsylvania, that has a residential dwelling unit, commercial structure
or any other structure thereon, shall place a reflective emergency
response number sign in a conspicuous place on said property. The
number of any given property is available to the occupant or property
owner upon request to the Township Secretary. The size and material
specifications of such sign and placement on the property shall conform
to the following requirements:
A. All residential structures shall have signs with three-inch- or four-inch-high
white reflective numbers with a green reflective background, visible
both during the day and at night, placed on a four-inch-to-six-inch-by-eighteen-inch
rectangular sign, which is to be displayed either vertically or horizontally.
The sign shall be placed on the same side of the public street or
state highway as the dwelling unit located thereon, and at a location
clearly visible from the public street or state highway when approaching
the property from either direction on the street or highway, at a
distance no greater than six feet from the berm of the public road.
B. All nonresidential structures containing single or multiple retail,
commercial or other units shall have signs stenciled or otherwise
attached to each entrance door of each such unit, which signs shall
consist of three-inch- or four-inch-high white reflective numbers
with a green reflective background, visible both during the day and
at night, placed (or stenciled) on a four-inch-to-six-inch-by-eighteen-inch
rectangular sign, which is to be displayed either vertically or horizontally.
C. Compliance deadline. All existing residential and nonresidential
structures must comply with this section by June 30, 2021. All newly
constructed residential and nonresidential structures not yet occupied
as of the effective date of this section amendment will not be eligible
for receipt of a certificate of occupancy until compliance with this
section has occurred. All residential and nonresidential structures
with signs with three-inch or four-inch white reflective numbers with
a green reflective background, visible both during the day and at
night, placed (or stenciled) on a rectangular sign, which is displayed
either vertically or horizontally as of the effective date of this
section, shall be exempted from the size requirement of four inches
to six inches by 18 inches.
D. Waiver. The provisions of this section regarding size and material
specifications of each sign and placement on the property may be waived
and modified, upon cause shown, by the Board of Supervisors in consultation
with the Lehigh Township Police Chief. Any waiver and/or modification
of the provisions of this section shall be executed by the Board of
Supervisors and filed in the respective property file with Lehigh
Township.

All house numbers erected in accordance with this chapter shall
be placed in a position to be plainly legible and visible from the
street or road fronting the property, in a permanent and durable manner.
House numbers shall be observable from the street at any time of the
year, which means they shall not be occluded by plant growth or snow.

The Township Board or any officer or employee
of the Township is hereby authorized to give written notice, by personal
service or by United States Mail, to the owner and/or occupant, as
the case may be, of any premises whereupon the address identification
number at the premises is not posted as required by the provisions
of this chapter, directing and requiring such owner or occupant to
post the address identification number so as to conform to the requirements
of this chapter within 15 days after issuance of such notice.

In the event that any owner, owners or occupants shall neglect,
fail or refuse to comply with such notice within the period of time
stated herein, penalties for violation of this chapter shall be enforced
as summary offenses under the Pennsylvania Rules of Criminal Procedure,
pursuant to the mandate of Act 172 of 1996 (53 P.S. § 66601).
Any person who shall violate any ordinance listed and described above
shall be subject, upon being found guilty thereof before a District
Justice in a summary criminal proceeding commenced by this Township,
to pay a fine not to exceed $100 per violation.
