The office of Township Manager is hereby created by the Township of Pennsbury.
The Manager shall be appointed for an indefinite term by a majority of all the members of the Board of Supervisors. The Manager shall serve at the pleasure of the Board of Supervisors and may be removed at any time by majority vote of all its members. At least 30 days before such removal becomes effective, the Board of Supervisors shall furnish the Manager with a written statement setting forth its intention of removal and the reasons therefor.
The Manager shall be chosen solely on the basis of executive and administrative abilities, with special reference to actual experience in or knowledge of accepted practices in respect to the duties of the office as herein outlined. The manager need not be a resident of the Township or of the State of Pennsylvania.
Before entering upon the duties of office, the Manager shall give a bond to the Township with a bonding company as surety, to be approved by the Board of Supervisors, in a sum to be established from time to time by the Board of Supervisors, conditioned for the faithful performance of the Manager's duties. The premium shall be paid by the Township.
The salary and other compensation, if any, of the Township Manager shall be fixed from time to time by resolution, and shall be paid out of the general fund of the Township.
A. 
The Manager shall be the Chief Administrative Officer of the Township and shall be responsible to the Board of supervisors as a whole for the proper and efficient administration of the affairs of the Township. The Manager's powers and duties shall relate to the general management of all Township business not expressly by statute imposed or conferred upon other Township officials.
B. 
Subject to recall by the Board of Supervisors, the powers and duties of the Township Manager shall include the following general duties and powers:
(1) 
Supervise and be responsible for the activities of all Township administrative, road maintenance, financial and clerical functions.
(2) 
With the prior approval of the majority of the Board of Supervisors, hire, suspend or discharge any or all employees under the Manager's supervision, provided that persons covered by the civil service provisions of the Township Code shall be hired, suspended or discharged in accordance with such provisions; provided further, that the Manager shall report, at the next meeting thereafter of the Board of Supervisors, any action taken by this authority.
(3) 
Prepare and submit to the Board of Supervisors on an annual basis before October 15 a draft administrative budget for the next fiscal year. In preparing the budget the Manager, or a designated officer shall obtain from the Roadmaster and Chairman or each commission and committee, anticipated and requested expenditures and other supporting data as needed. The Manager shall review such estimates and may revise them before submitting the budget to the Board of Supervisors. Final Township budget preparation shall be by the Board of Supervisors.
(4) 
Attend, as requested by the Board of Supervisors, meetings of the Board of Supervisors and Planning Commission.
(5) 
Prepare the agenda for each meeting of the Board of Supervisors and supply facts pertinent thereto.
(6) 
Keep the Board of Supervisors informed as to the conduct of the Township affairs; submit periodic reports as the Board of Supervisors requests; and make such recommendations to the Board of Supervisors as deemed necessary.
(7) 
Submit to the Board of Supervisors, as soon as possible after the close of the fiscal year, a complete report on administrative activities of the Township for the preceding year.
(8) 
See that the provisions of ordinances, franchises, leases, permits, and privileges granted by the Township are observed.
(9) 
Employ, by and with the approval of the Board of Supervisors, experts and consultants to perform work and to advise in connection with any of the functions of the Township.
(10) 
Attend to the letting of contracts, with prior approval of the majority of the Board of Supervisors, in due form of law and supervise the performance and faithful execution of the same except insofar as such duties are expressly imposed upon some other Township office by statute.
(11) 
Purchase, as approved by the Board of Supervisors and in accordance with the provisions of the Township Code, all supplies and equipment for the various agencies, boards, departments, and other offices of the Township, excluding the road department. The Manager shall keep an account of such purchases and shall, from time to time or when directed by the Board of Supervisors, make a written report thereof.
(12) 
All complaints regarding services or personnel of the Township shall be referred to the office of the Manager. The Manager shall investigate and attempt to dispose of such complaints, and report thereon to the Board of Supervisors.
(13) 
Except where otherwise specified by the terms of particular ordinances, the Manager shall take such steps as are necessary to enforce or otherwise act pursuant to Township ordinances, and shall be deemed in such capacity to exercise all police powers of the Township.
(14) 
The Manager shall have the authority, with the Board of Supervisors, to execute on behalf of the Township, any and all affidavits, pleadings, appeals, verifications and other legal documents pertaining to any litigation in which the Township is involved, whether as a party or otherwise and authorize the filing of all such documents.
C. 
In addition to the foregoing, the Township Manager shall have the following specific duties:
(1) 
Open and be in attendance at the Township Building during such hours as shall be stipulated from time to time by the Board of Supervisors. In the event of emergency or other special requirement, the Manager shall be in attendance or available as directed by the Chairman of the Board of Supervisors for meetings of other Township boards, agencies or commissions.
(2) 
Maintain appropriate records and files.
