As used in this article, the following terms
shall have the meanings indicated:
CAT
Any member of the domestic feline species; male, female or
altered.
CAT OF LICENSING AGE
Any cat which has attained the age of seven months or which
possesses a set of permanent teeth.
LICENSING AUTHORITY
The Clerk of the Township of Mansfield is charged with administering
the issuance and/or revocation of permits and licenses under the provisions
of this article.
NEUTERED
Rendered permanently incapable of reproduction as certified
by a licensed veterinarian.
OWNER
When applied to the proprietorship of a cat, includes every
person having a right of property (or custody) in such cat and every
person who has such a cat in his/her keeping or who harbors or maintains
a cat or knowingly permits a cat to remain on or about any premises
occupied by that person.
PERSON
Any individual, corporation, partnership, organization or
institution commonly recognized by law as a unit.
PET SHOP
Any room or group of rooms, cage or exhibition pen, not part
of a kennel, wherein cats for sale are kept or displayed.
POUNDKEEPER
The Animal Control Officer of the Township of Mansfield shall
be the "Poundkeeper."
TOWNSHIP
The Township of Mansfield in the County of Warren, State
of New Jersey.
The Poundkeeper of the Township of Mansfield
shall biennially cause a canvass to be made of all cats owned, kept
or harbored within the limits of the Township and shall report the
results thereof to the Clerk of the Township and the Board of Health
of the Township, setting forth in separate columns the names and addresses
of persons owning, keeping or harboring such cats, the number of licensed
cats owned, kept or harbored by each of said persons, together with
the registration number of each of said cats, and the number of unlicensed
cats owned, kept or harbored by each of said persons, together with
a complete description of each said unlicensed cat.
Nothing contained in this article shall be construed
as limiting the authority of the Health Officer or Chief of Police
or members of the Police Department to enforce the provisions of this
article when, in the interest of health and safety, they deem it necessary.
No person shall hinder, molest or interfere
with anyone authorized or empowered to perform any duty under this
article.
Any person or agent authorized to or empowered
to perform any duty under this article is hereby authorized to go
upon any premises to seize for impounding any cat(s) which he may
lawfully seize and impound when he is in immediate pursuit of such
cat(s), except upon premises of the owner of the dog or cat if said
owner is present and forbids the same.

A. Violations of chapter; penalty. Except as otherwise
provided in this article, and person who violates or who fails or
refuses to comply with this article shall be liable to a penalty of
$15 for a first violation; $25 for a second violation and $50 for
each subsequent offense.
B. Violators pleading guilty may pay the appropriate
fine by mail to the Township Municipal Court of the Township of Mansfield.
All other violations not involving a guilty plea shall be heard in
the name of the Township of Mansfield in the Mansfield Township Municipal
Court.
