No resident of Lower Pottsgrove Township shall use or operate a bicycle within Lower Pottsgrove Township or permit a minor under said resident's custody and care to use or operate a bicycle within Lower Pottsgrove Township unless said bicycle is registered with the Secretary of Lower Pottsgrove.
All bicycles registered in accordance with this article shall have a registration plate affixed to said bicycle. The registration plate required by this article will be provided and attached by a designated official of Lower Pottsgrove Township.
A. 
Application for registration of bicycles pursuant to this article shall be made to the Secretary of Lower Pottsgrove Township on a form to be provided by the Township. An application submitted by any person under the age of 18 years shall be accompanied by the written consent of the parent or guardian.
B. 
A fee to be established by the Board of Commissioners of Lower Pottsgrove Township shall be paid upon the filing of the application for registration of each bicycle to be registered under this article.
C. 
The person obtaining the registration of a bicycle shall, upon the sale or transfer of said bicycle, notify the Secretary of Lower Pottsgrove Township within 15 days thereof; upon receiving such notification, the Secretary shall cancel the registration of said bicycle.
A. 
The Chief of Police of Lower Pottsgrove Township or his duly authorized representative shall inspect each bicycle presented for registration pursuant to the terms in this article. In the event that the bicycle presented for registration fails to meet the safety requirements hereinafter specified, the Chief of Police or his duly authorized representative shall direct the Secretary of Lower Pottsgrove Township to refuse the application for registration of that bicycle.
B. 
The following safety requirements shall be applicable to all bicycles presented for registration pursuant to this article.
(1) 
Brakes. Every bicycle shall be equipped with a braking system which will stop the bicycle in 15 feet from an initial speed of 15 miles per hour on a dry, level and clean pavement.
(2) 
Audible signal devices. A bicycle shall be equipped with a device capable of giving a signal audible for a distance of at least 100 feet, except that a bicycle shall not be equipped with nor shall any person use upon a bicycle any siren.
(3) 
Lamps and reflectors. Every bicycle when in use between sunset and sunrise shall be equipped on the front with a lamp which emits a white light visible from a distance of at least 500 feet to the front and with a red reflector on the rear of a type approved by the Pennsylvania Department of Transportation which shall be visible from all distances from 100 feet to 600 feet to the rear and with an amber reflector on each side. A lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to the red reflector. A lamp worn by the operator of a bicycle shall comply with the requirements of this subsection if the lamp can be seen at the distances specified. All lamps and reflectors shall be of a type approved by the Pennsylvania Department of Transportation.
It shall be unlawful to wilfully remove, destroy, alter or mutilate a registration plate affixed to a bicycle pursuant to this article.

Any person who shall violate any provision of this article shall, upon conviction thereof, be subject to a fine of not more than $600 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days.
