This chapter shall be known and may be cited
as the "Zoning Ordinance of the City of Norwich."
In their interpretation and application, the
provisions of this chapter shall be held to be the minimum requirements
adopted for the promotion of the public health, safety and welfare
and the gradual implementation of the City's Comprehensive Plan for
land use. To protect the public, among other purposes, such provisions
are intended to provide for freedom from undue noise, adequate light,
pure air, safety from fire and other danger, undue concentration of
population and ample parking facilities.
It is not intended by this chapter to repeal,
abrogate, annul or in any way impair or interfere with existing provisions
of other laws or ordinances, except those specifically repealed by
this chapter, or with private restrictions placed upon property by
covenant, deed or other private agreement, or with restrictive covenants
running with the land or to which the City is a party. Where this
chapter imposes a greater restriction upon land than existing provisions
of law, ordinance, contract or deed, the provisions of this chapter
shall control.
Except as provided in this chapter, no building,
structure or premises shall be used or occupied, and no building or
part thereof or other structure shall be erected, moved, placed, reconstructed,
extended, enlarged or altered, except in conformity with the regulations
herein specified for the district, as shown on the Zoning Map, in
which it is located.
