The office of appointed Auditor of the Township
of South Whitehall established by Ord. No. 73, 11-8-1967, is hereby
continued, subject to the right of the Township by ordinance at any
time to abolish such office.
The Township Commissioners shall annually by
resolution, at least 30 days prior to the close of the fiscal year,
appoint an independent Auditor to serve as the Township Auditor, which
Auditor shall, in addition to other duties assigned to him by the
Commissioners, make an independent examination of all accounts and
accounting records of the Township for the fiscal year then closing.
This appointment shall commence on the first Monday of January succeeding
the year of appointment, and such independent Auditor shall have and
possess all the powers and perform all the duties provided in the
First Class Township Code for elected Auditors.
The independent Auditor shall be either a person
or firm registered as a certified public accountant, or a competent
public accountant.
The appointed Auditor shall be selected solely
on the basis of qualifications. The independent Auditor need not be
a resident of the Township of South Whitehall, but due consideration
should be given to qualified certified public accountants or competent
firms of public accountants who live or have their office of business
with the Township of South Whitehall.
The appointed independent Auditor shall hold
no other elected or appointed office in the Township of South Whitehall
or in any other authorities created by the Township Commissioners.
The compensation paid the independent Auditor
shall be determined by the Commissioners at the time of his appointment.
This article is enacted pursuant to the First
Class Township Codes hereinabove referred to, as amended, 53 P.S.
§ 55520.
