There shall be a City Administrator in the Office of the Mayor who shall be the Chief Administrative Officer of the city. The City Administrator shall be the direct subordinate of the Mayor and the immediate supervisor of each of the following department heads: Police Department, Fire Department, Department of Finance, Department of Human Resources, and the Public Information Officer. The City Administrator shall also be the immediate supervisor of the Deputy City Administrator. The City Administrator shall serve as the supervising authority of the Office of the Mayor and shall be the Mayor's Chief of Staff.
There shall be a Deputy City Administrator who shall be a direct subordinate of the City Administrator. The Deputy City Administrator shall be the immediate supervisor of the following department heads: Department of Infrastructure and Development, Department of Field Operations, Department of Water Works, Department of Housing and Community Development, Department of Procurement, Department of Information Services, and Department of Business Development.
The City Administrator shall be appointed by the Mayor with the advice and consent of the Council. The City Administrator shall have had, prior to appointment, an advanced degree in business or public administration from an accredited college or university and at least five years' experience in public administration or private business; or an equivalent combination of education and experience. At the time of appointment or within one year thereafter, the City Administrator shall be a member in good standing of the International City and County Management Association.
The City Administrator shall devote his or her full time to the duties of the office and shall serve at the pleasure of the Mayor and Council.
The compensation of the City Administrator shall be determined by the Council.
The duties of the City Administrator shall be determined and assigned by the Mayor and shall include:
(1) 
To serve as Chief of Staff of the department heads, excepting the City Clerk and City Solicitor;

To exercise supervisory authority over department heads, excepting the City Clerk and City Solicitor;

(3) 
To direct the operations of the city government;
(4) 
To supervise the Office of Mayor at the direction of the Mayor and to be responsible for the execution of the duties and responsibilities of the Office of the Mayor;
(5) 
To supervise the preparation of the city budget;
(6) 
To recommend candidates to the Mayor for appointment as department heads, excepting the City Clerk and City Solicitor;

(7) 
When necessary, to recommend disciplinary actions against department heads to the Mayor, excepting the City Clerk and City Solicitor;

(8) 
To assist the Mayor in the formation of policy and the implementation of plans to address demands for municipal services, enhance the quality of life and strengthen the economic vitality of the city; and
(9) 
To perform such duties not inconsistent with the Charter as may be delegated by the Mayor from time to time.
