There shall be a Fire Department headed by a Fire Chief. The Fire Chief shall be appointed by the Mayor with the advice and consent of a majority of the full Council and shall serve continuously unless terminated pursuant to §
SC2-10. The compensation for the Chief shall be determined by a majority of the full Council. All subordinate personnel shall be appointed as provided in § SC3-4.C of the City Charter.

The city shall have the power to appoint as
many full-time, paid officers and employees to serve in the Fire Department
as the Council may decide. All full-time, paid officers and employees
of the Fire Department, except the Fire Chief, shall be appointed
as provided in § SC3-4C of this Charter.

The city may use the services of as many special,
part-time or volunteer firefighters as the Council deems necessary.
All shall be under the direction and supervision of the Fire Chief.
