A. 
Commission for the Disabled. There is hereby created the Commission for the Disabled, which shall serve for the purpose of advising the Mayor and Township Council and recommending policies and programs in all matters related to the best interests of all disabled persons within the Township.
B. 
Economic Development Advisory Committee.

(1) 
The Economic Development Advisory Committee shall assist and advise the Mayor and Council in implementing a program designed to encourage economic growth and development by developing policies to promote, attract and retain business in locations that are consistent with the Master Plan and Land Use Regulations of the Township.
(2) 
The Committee’s duties shall include, but are not limited to:
(a) 
Acting as liaison between the Township and the business community, including coordinating meetings and dialogue between the Township and the Chamber of Commerce and assisting the Mayor and Council in promoting the many advantages to opening and operating a business in Jackson Township;
(b) 
Coordinating regular meetings with the Mayor and business leaders to assist in establishing Township policies that promote and encourage business development, including, where possible, the marketing and promotion of Jackson Township’s economic advantages and assisting the Mayor in identifying and removing unnecessary obstacles to the creation and development of smart business opportunities in the Township.
(3) 
The Committee shall consist of 11 members. The Committee shall consist of two members of the Township Council; the Mayor or his designee; the President of the Jackson Chamber of Commerce or his designee; the Director of the Jackson Township MUA or his designee; the Zoning Board Chairman or his designee; and the Planning Board Chairman or his designee. The remaining four members of the Committee shall be residents of Jackson, two of whom shall be appointed by the Mayor and two of whom shall be appointed by the Township Council, of which at least two shall be members of the Jackson business community.
C. 
Information Technology and Telecommunications Advisory Board. There is hereby created an Information Technology and Telecommunications Advisory Board, which shall conduct research and make recommendations to the Mayor and Township Council as to advancements in computer hardware and software, servers, networking, and other computer-related systems. The Board shall consist of the number of members deemed advisable by the Mayor and the members shall be appointed by the Mayor.
D. 
Pathfinders. There is hereby created Pathfinders, an advisory board which promotes nature walks, horse trails, appreciation of nature and creation of paths and walkways within the Township. Pathfinders shall consist of the number of members deemed advisable by the Township Council, and the members shall be appointed by the Township Council. Members of Pathfinders shall be chosen from members of the community and shall include a designee of the Mayor and a designee of the Township Council.
E. 
Private Residential Communities Advisory Board. There is hereby created the Private Residential Communities Advisory Board, which shall serve for the purpose of advising the Mayor and Township Council and making recommendations on matters and policies which concern and are of interest to private residential communities. The Board shall be comprised of the presidents or designated representatives of each private residential community homeowners' association within the Township, no more than two from any one homeowners' association, and one designee of the Mayor and one designee of the Township Council.
F. 
Safety Committee. There is hereby created a Safety Committee, which shall serve the purpose of discussing and recommending solutions to work safety problems and advising the Mayor and Township Council as to issues of a safe and healthy work environment and public safety. The Committee shall be comprised of a representative from Public Works, a Mayor's designee, a Township Council designee, the Township Engineer, the Director of Public Safety and a resident of the Township who has experience in safety matters.
G. 
Senior Citizen Advisory Board. There is hereby created the Senior Citizen Advisory Board, which shall serve for the purpose of advising the Mayor and Township Council on any and all matters and policies which concern and are of interest to the Township's senior citizens. The Board shall consist of representatives from each senior community in the Township, one designee of the Mayor and one designee of the Township Council.
H. 
Veterans' Commission. The objectives of the Veterans' Commission of Jackson Township shall include, but not be limited to, recommending to the Mayor and Township Council such measures as to promote the welfare of veterans residing in Jackson Township, recommending and coordinating public patriotic celebrations and cooperating with county, state and federal veterans' agencies, so as to provide better service to veterans who are residents of Jackson Township. The Veterans' Commission shall be composed of a maximum of 13 members appointed annually. The Mayor shall appoint six members, and the Township Council shall appoint five members. These members shall be residents of the Township of Jackson who are veterans and shall include representatives from the following:
(1) 
The commanders of all veterans' organizations in Jackson Township chartered by the Congress of the United States.
(2) 
The Presidents of the Ladies Auxiliaries of all veterans' organizations in Jackson Township chartered by the Congress of the United States.
(3) 
All residents of Jackson Township who are holders of an honorable discharge from any of the military services of the United States of America.
I. 
Youth Advisory Council. There is hereby created the Mayor's Youth Advisory Council, which shall serve for the purpose of advising the Mayor and Township Council on any and all matters related to the health, safety, welfare and betterment of the Township's youth.
J. 
Going Green Committee.

(1) 
There is hereby established a Township Going Green Committee which shall constitute a group of residents dedicated to the sustainability of Jackson Township in the County of Ocean, State of New Jersey.
(2) 
Purpose. The purpose of the Going Green Committee shall be to:
(a) 
Facilitate the successful completion of the certification requirements of sustainable Jersey.
(b) 
Seek and secure funding opportunities, save tax dollars, improve municipal operations, protect the environment and quality of life, and support a sustainable community.
(c) 
To educate and encourage Township employees, school district officials, residents and businesses to participate in green initiatives.
(d) 
To collaborate and present ideas, conduct research, make recommendations, and advise the Mayor and Township Council on ways to take official actions with green initiatives which are both affordable and environmentally sound in order to implement same.
(3) 
Membership. The members of the Going Green Committee shall be appointed by the Township Council and shall consist of up to 15 members as deemed advisable by the Township Council. All appointments shall be for a term of one year and all members of said Committee shall be residents of Jackson Township or employed by the Township of Jackson. Membership may include the following categories:
(a) 
Up to two members of the Township Council.
(b) 
Mayor's designees.
(c) 
Planning Board Chairman designee.
(d) 
Environmental Commission Chair designee.
(e) 
Shade Tree Commission Chair designee.
(f) 
Pathfinders designee.
(g) 
MUA designee.
(h) 
Board of Education designee.
(i) 
Chamber of Commerce designee.
(j) 
Such other resident and volunteers up to and including a total of 15 members of all categories.

K. 
Ethics Information Committee. The Ethics Information Committee shall be established in accordance with the provision of Chapter 26, entitled "Ethics," Part 3, entitled "Ethics Information Committee," of the Township Code of the Township of Jackson. The manner of appointment to the Ethics Information Committee within Chapter 26, Part 3, shall supersede the provisions of § 3-154.

L. 
Recreation Advisory Board. The Recreation Advisory Board shall be established in accordance with the provision of Chapter 3, Article X, § 3-133.1, entitled "Recreation Advisory Board," of the Township Code of the Township of Jackson. The manner of appointment to the Recreation Advisory Board within Chapter 3, Article X, § 3-133.1, shall supersede the provisions of Chapter 3, Article XIII, § 3-154, entitled "Terms of members; manner of appointment; number of members."

M. 
Rova Farms Advisory Board.

(1) 
The Rova Farms Advisory Board shall assist and advise Mayor and Council in implementing and planning the future use and development of the Rova Farms properties previously purchased or obtained in the future.
(2) 
The Committee shall consist of up to 10 members who shall be appointed by the Township Council. The Committee shall consist of at least one member of each of the following:
(a) 
A person with a career in education.
(b) 
A person with a historical perspective or experience.
(c) 
A member of the Going Green Committee.
(d) 
A member of the Pathfinders.
(e) 
And such other members as Council may deem appropriate to appoint.
(3) 
All members appointed shall be residents of Jackson Township.
N. 
Open Space Committee.

(1) 
Purpose. The purpose of this subsection is to create an Open Space Committee for the Township of Jackson to find and locate properties for the Township to purchase and preserve for the purposes of land preservation and/or recreational opportunities for the residents of Jackson through the utilization of the Township's open space funds.
(2) 
Establishment. The Jackson Township Open Space Committee is hereby established for the Township of Jackson.
(3) 
Membership. The Jackson Township Open Space Committee shall be comprised of nine members, appointed on an annual basis for a term of one year as follows:
(a) 
One member of the Township Council appointed by the Township Council;
(b) 
One member of the Township Administration, appointed by the Mayor;
(c) 
The Mayor or a Mayor's representative;
(d) 
Six citizens of Jackson Township appointed by the Mayor.
(4) 
Duties and responsibilities. The Jackson Township Open Space Committee shall have the following duties and responsibilities:
(a) 
To find and locate properties for the Township of Jackson to purchase and preserve for the purposes of land preservation and/or recreational opportunities for the residents of Jackson through utilization of the Township's open space funds;
(b) 
To make recommendations to the Township Council and Township Administration on the potential acquisition of properties for open space purposes;
(c) 
To work with the Township's Mayor, Township Council and Township Administration to develop a plan for the acquisition and preservation of open space properties in the Township of Jackson;
(d) 
To review and make recommendations on any proposals for the development or use of open space properties in the Township of Jackson;
(e) 
To advise the Mayor, the Township Council and the Township Administration on matters related to the acquisition and preservation of open space properties in the Township of Jackson.
(5) 
Advisory role. The Jackson Township Open Space Committee shall be an advisory body and its recommendations shall not be binding in the Township Council or the Township Administration.
(6) 
Property ownership. No member of the Jackson Township Open Space Committee shall contact a property owner as to the potential purchase of said property without written consent from the Township's Business Administrator.
(7) 
Professional advisors. The Mayor shall appoint an attorney, planner and engineer, when necessary, to advise the Jackson Township Open Space Committee on an as-needed basis.
(8) 
Meetings. The Open Space Committee shall meet monthly with the meeting schedule approved by a majority vote of the members of said committee.
(9) 
Effective date. This subsection shall take effect immediately upon passage and publication as required by law.
Unless otherwise expressly indicated herein within this chapter, all advisory boards, committees and commissions established under this chapter shall:
A. 
Have a term for one year, commencing January 1 and terminating on December 31 of that year; and

B. 
Have a number of members determined by the Mayor and Township Council; and
C. 
Have members appointed by the Mayor with the advice and consent of Township Council.
