There is hereby established within the Borough of Harrington Park, Bergen County, New Jersey, a Municipal Court, known as the "Municipal Court of the Borough of Harrington Park," pursuant to the provisions of N.J.S.A. 2B:12-1.

As used in this chapter, the following terms shall have the meanings indicated:
PERSON
Construed to mean a corporation, firm or individual, unless another meaning is herein clearly expressed. The singular number, when used herein, includes the plural, unless otherwise expressed. The masculine gender, when used herein, includes the feminine gender.

The Municipal Court and Municipal Judge thereof shall have and exercise all of the functions and powers, duties and jurisdiction conferred by the provisions of the above-mentioned statutory provisions, as amended and supplemented, or provided by any other law.

The Municipal Judge may require a person applying for representation by a Municipal Public Defender to pay an application fee of not more than $200. The Municipal Judge may waive any required application fee in whole or in part if he, in his discretion, determines that the application fee represents an unreasonable burden upon the person seeking representation.[1]
