A. 
There shall be no parking or standing of vehicles upon the public or private streets or highways within the Village of Plandome Manor or on any shoulders thereof between the hours of 2:00 a.m. and 6:00 a.m., except if an emergency situation occurs.
B. 
It shall be unlawful for any person to park or leave standing any vehicle or motor vehicle upon a public or private street within the Village with an expired vehicle registration or vehicle inspection sticker.
C. 
Any person or persons violating any prior subsection of this section shall be liable to a penalty as provided for in Vehicle and Traffic Law § 1800 for each and every violation thereof.[1]

D. 
There shall be no parking or standing at any time of any vehicle or motor vehicle or portion thereof, except where otherwise allowed in this section, on public or private property other than an approved driveway. There shall be no parking or standing at any time of any motor vehicle or portion thereof on grass, lawn shoulder or any area adjacent to the road.
E. 
There shall be no parking or standing on residential property of any motor vehicle bearing commercial logos, commercial trademarks, or commercial license plates, except as hereafter provided:
(1) 
When an emergency exists.
(2) 
When necessary and incidental to the transaction of business at the residence between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday and 8:00 a.m. and 12:00 noon on Saturday.
F. 
There shall be no parking or standing on public or private property of any house trailer, camping trailer, and/or other vehicles over eight feet in height and/or with more than four wheels.
G. 
Any person or persons violating Subsections D, E and F shall be liable to a fine as provided for in § 1-1 of the Code of the Village of Plandome Manor.
A. 
Except where otherwise posted, no person shall drive or operate any vehicle, motor vehicle or motorcycle upon any public street in the Village of Plandome Manor at a rate of speed in excess of 30 miles per hour.
B. 
Any person or persons violating any of the provisions of this section shall be liable to a fine as provided for in Vehicle and Traffic Law § 1800 for each and every violation thereof.[1]

A. 
No motor vehicle shall be parked or permitted to stand in any lane or driveway in any parking field maintained by the Village.
B. 
The Board of Trustees of the Village is hereby authorized and empowered to designate the method or spaces for the parking of motor vehicles in any parking fields maintained by the Village, and the method or spaces shall be designated by markings or signs. The failure of any vehicle to park in a designated space shall constitute a violation of this section.
C. 
There shall be no parking or standing of motor vehicles except as allowed in Subsection B nor any pickup or discharge of passengers within any municipal field unless the motor vehicle conspicuously displays a current Village parking permit.
D. 
Village parking fields shall be limited to noncommercial motor vehicles and motorcycles owned by or registered to residents of the Village.
E. 
Issuance and display. All parking permits shall be issued by the Village Clerk in accordance with the application and form therefor approved by the Board of Trustees, and all motor vehicles and/or motorcycles for which such permits shall be issued shall have conspicuously displayed a tag, plate or sticker issued by the Village Clerk and bearing the license number of the vehicle(s) to which it applies and the year for which the permit shall be issued.
F. 
Qualifications, terms, nontransferability. Resident parking permits shall be issued and be valid for use by:
(1) 
Residents of the Village.
(2) 
Owners of property assessed on the last assessment roll of said Village.
G. 
Term. The permit year shall commence on January 1 and terminate on December 31 of each year.
H. 
Nontransferability, alteration. No permit shall be transferable and/or altered, as follows:
(1) 
No permit shall be transferable from one motor vehicle owner or registrant to another.
(2) 
No permit shall be transferable from one motor vehicle to another even if both vehicles are registered to the same owner or registrant unless both vehicles are listed on the permit.
(3) 
No permit may be altered, duplicated or modified in any manner except by the Villager Clerk.
(4) 
No permit shall be used except as expressly authorized by this chapter and the permit application.
I. 
Fees. The fee for each permit issued pursuant to this chapter shall be $50. Only one permit shall be issued per home. This fee may be changed hereafter by resolution of the Board of Trustees duly adopted at an open meeting.
J. 
Penalties for offenses. Any person violating any of the provisions of this chapter relating to the enumerated parking fields shall be liable for and pay a civil fine or penalty not exceeding $500 for each and every violation. A violation of Subsection H will result in a revocation of said permit in addition to any civil fine and/or penalty. No new permit shall be issued to any person whose permit has been revoked for a period of two years from the date of such revocation. Notice of such revocation and the reason therefor shall be served in writing upon the person named in the permit application by mailing the same to the address given in the application, and a copy of such shall be filed with the Village Clerk.
A. 
On Monday through Friday between the hours of 7:00 a.m. and 10:00 a.m. and 4:00 p.m. and 7:00 p.m., respectively, no motor vehicle shall park or stand on any of the following roadways:

(1) 
Circle Drive;
(2) 
Circle Lane;
(3) 
Colonial Drive; and
(4) 
Janssen Drive.

B. 
In addition to the regulations set forth in Subsection A above, on Monday through Friday between the hours of 7:00 a.m. and 10:00 a.m. and 4:00 p.m. and 7:00 p.m., respectively, no motor vehicle shall stop at any of the following locations:

(1) 
Circle Drive (west end) beginning at Stonytown Road for a distance of 1,500 feet north.
(2) 
Colonial Drive beginning at Circle Drive (west end) to the intersection of Circle Drive (east end) and continuing on Circle Drive East to Stonytown Road.
C. 
No parking, standing or stopping of motor vehicles shall be allowed on either Stonytown Road or Rock Hollow Road.

D. 
No parking, standing or stopping of motor vehicles shall be allowed upon the public or private streets or highways within the Village of Plandome Manor at any time when two inches or more of snow has fallen or has been forecast by the National Weather Service. Parking, standing or stopping may be resumed 48 hours after the snow has stopped falling and the roads have been cleared.

A. 
The Board of Trustees of the Village finds that the disregard by persons of summonses issued for violation of laws, rules or regulations involving parking, standing or stopping of vehicles is detrimental to the health, safety and welfare of the residents of Plandome Manor and that such disregard contributes to the development of an attitude of lack of respect for local laws and the enforcement thereof. It is therefore the intent of the Board of Trustees of the Incorporated Village of Plandome Manor as an exercise of its police power to promote the general health, safety and welfare of the residents of Plandome Manor by enacting this section.
B. 
Upon the failure of a person or owner of a motor vehicle to appear or answer, on or before the date or any subsequent adjourned date, a summons or summonses charging that said person or owner permitted a vehicle to be parked, stopped or standing in violation of the provisions of this chapter, the fine that would ordinarily be imposed shall be doubled and an administrative fee of $15 for each and every month thereafter that said person or owner permits said summons or summonses to remain unanswered shall be added to each such summons.

A. 
Definitions: As used in this section, the following terms shall have the meanings indicated:
ABANDONED
Any motor vehicle left unattended within the Village as defined in New York State Vehicle and Traffic Law § 1224.
DESIGNATED PERSON
An officer, member of the Board of Trustees, an employee of the Village, an employee of the Nassau County Police Department or any person or organization designated by the Board of Trustees for the removal and storage of abandoned vehicles.
B. 
Authority to remove vehicles. Any designated person may remove or cause to be removed and impound or cause to be impounded any motor vehicle:
(1) 
Which is abandoned.
(2) 
Which is parked or left standing on any street or in the Village parking lot during a snow storm, flood, fire or public emergency or which constitutes an obstruction to traffic.
(3) 
Which is parked or left in the Village parking lot for more than 24 hours without a parking permit.
C. 
Redemption of impounded vehicles. After removal of any vehicle as provided in this chapter, any designated person may cause such vehicle to be stored in a suitable place at the expense of the owner. The vehicle may be redeemed upon payment to any designated person of the amount of all expenses actually incurred in effecting such removal plus charges for storage and payment of all fines outstanding for Village parking summonses issued to the vehicle or its registered owner, including as provided for in Vehicle and Traffic Law § 1224, Subdivision 7. All such fines and storage charges shall be paid by cash, bank or certified check or money order payable to the order of the Village. Removal and storage charges shall be determined by the Board of Trustees.
D. 
Report of impounded vehicles. The Village Clerk shall, without delay after she/he becomes aware thereof, report to the Mayor and the Police Department the disposition of any such removed vehicles and shall strive to ascertain the owner of the vehicle and to notify him of the removal and disposition thereof and to inform such person of the amount which will be required to redeem same.
E. 
Exculpation of Village. Neither the Village nor any designated person shall be liable to the owner, lessee or occupant of any such removed vehicle for any damage thereto resulting from or occurring during such removal and storage, unless same is caused by the willful act or gross negligence of the Village or such designated person or organization, nor shall the Village or any such designated person or organization be liable for any inconvenience or expenses sustained by the owner or person using such removed and stored vehicle.

C. 
The pavement traffic lines and markings duly approved and adopted now or hereafter by the New York State Department of Transportation are hereby approved and adopted as to all highways and streets within the corporate limits of the Village of Plandome Manor, except state highways, if any, and all vehicular traffic using the said highways and streets shall be governed thereby where such signs and markings are used.
D. 
Any person failing to obey any provision of this section shall be deemed guilty of violating this section and shall be subject to the penalties provided in § 1800 of the Vehicle and Traffic Law of the State of New York.
A. 
Any future signage shall be placed upon resolution of the Board of Trustees, upon the recommendation of the Street Commissioner.
B. 
The words and phrases used in this chapter, where appropriate, shall have the meanings given in the New York State Vehicle and Traffic Law under Article 1 thereof.
The Village of Plandome Manor hereby adopts by reference Chapter 55 of the Code of the Town of North Hempstead titled "Tow Trucks."
