As used in this article, the following terms
shall have the meanings indicated:
AT LARGE (or RUNNING AT LARGE)
A dog shall be deemed to be "at large" or "running at large"
if it is elsewhere than on the premises of the owner while not in
the control of the owner or the owner's agent and without the consent
or approval of the owner of such lands.
No person who owns, possesses or harbors a dog,
male or female, shall permit or allow such dog to run loose or at
large in any street, sidewalk, lane or public place, including private
property other than the dog owner's property, in the Incorporated
Village of Plandome Manor. No dog shall be permitted at any time to
be on such street, sidewalk, lane or public place, including private
property other than the dog owner's property, unless effectively restrained
in the immediate custody and control of the owner or custodian of
the dog by a chain or leash not exceeding six feet in length.
Except as otherwise provided in § 119 of the Agriculture and Markets Law, any person committing an offense against any provision of this article shall, upon conviction thereof, be punishable as provided in Chapter
1, General Provisions, Article
I, Penalties and Assessments, of the Code of Plandome Manor.
