No drainage pool or septic tank shall be constructed or installed unless a permit for such work has been issued by the Building Inspector, who may issue such a permit subject to the submission of a site plan showing the location of existing cesspool, drainage pool or septic tank and of the proposed drainage pool or septic tank together with a site plan, in duplicate, for the proposed new drainage pool or septic tank, and the fee provided for in the Schedule of Fees.[1]

A. 
Sewage from each building shall be connected to a public sanitary sewer if available, otherwise a drainage pool or septic tank shall be installed as hereinafter described. A public sanitary sewer shall be deemed available if a connection may be lawfully made thereto and such sewer is located within 100 feet of the premises on which the building is located, measured along a street or streets in the case of a corner lot.
B. 
Drainage pools shall be of the precast concrete type eight feet in diameter and composed of at least three four-foot-high sections and a cone. Bottom shall reach a satisfactory coarse sand strata at least 15 feet below the inlet pipe. The coarse sand strata shall be subject to the approval of the Building Inspector. Around the outside walls of the drainage pool there shall be placed at least 18 inches of porous material consisting of broken stone, coarse gravel or coarse sand.
C. 
Access covers shall be of concrete, four inches thick and shall be located not less than two feet nor more than 2 1/2 feet below the finish grade. Covers shall not exceed three feet in diameter.
D. 
Septic tanks shall be prefabricated of concrete and have a net working capacity of not less than 1,000 gallons. Effluent from septic tanks shall be connected to a leeching pool constructed similar to a drainage pool as described in the preceding subsection, except that, subject to the approval of the Building Inspector, only two four-foot sections and a cone will be required if a coarse sand strata is reached. A leaching field may be substituted for the leaching pit if, in the opinion of the Building Inspector, there is sufficient area available and the percolation rate of the soil is adequate.
E. 
No drainage pool or septic tank shall be constructed or installed within 15 feet of any building nor within 10 feet of any lot line.
