The application procedure as outlined herein
shall be followed by the developers of a mobile home park as set forth
herein.
No person, firm or corporation proposing to
open a mobile home park, extend, alter, or expand an existing mobile
home park so as to accommodate additional mobile homes, in the Township
of Darlington shall proceed with any construction work on the proposed
park until they have obtained from the Township Planning Commission
and the Board of Township Supervisors written approval of the preliminary
plan for the mobile home park according to the procedure outlined
herein, and have received a permit from the Township for such work.
Whenever this chapter refers to, or requires
compliance with any other Township ordinances, resolutions or specifications,
those ordinances, resolutions, or specifications or sections of the
same, referred to shall be considered a part of this chapter as though
the same were incorporated herein relative to the development, operation
and maintenance of a mobile home park.
All preliminary plans should include, but not
be limited to, show or be accompanied, prepared and submitted according
to the following specifications:
B. Names and addresses of the owner or owners and developers
of the property.
C. Name of the mobile home park.
D. Draft of general rules and regulations which will
apply to applicants applying for mobile home sites.
E. The preliminary plan shall be drawn at a scale of
50 feet to the inch or greater.
F. North point, scale and date.
G. Name of registered engineer, architect or surveyor
who has prepared topographic and property survey and plans.
H. Perimeter tract boundaries with bearing, distances,
and area in acres.
I. Contours at vertical intervals of two feet, or in
the case of relatively level tracts, at such lesser intervals as may
be required for satisfactory study and planning of the mobile home
park.
J. Datum to which contour elevations refer. Where reasonably
practicable, data shall refer to known established elevations.
K. Show all existing watercourses, banks, tree masses,
and other significant natural features.
L. Show location and size of all existing buildings;
location, size and invert elevation of all sanitary and storm sewers;
and location of all manholes, inlets, culverts, and bridges; water
mains, gas mains, fire hydrants, telephone conduit lines, petroleum
or petroleum products lines, and other significant man-made features.
M. All existing streets on or adjacent to the tract,
including name, right-of-way widths, cartway widths and type of improvement
materials used in cartway.
N. All existing property lines, easements and rights-of-way
and the purpose for which the easements or rights-of-way have been
established.
O. Location width and depth of all proposed mobile home
lots with approximate dimensions, proposed minimum setback or building
lines for each drive and lot; proposed playgrounds, service buildings,
areas and parcels of land to be reserved for recreational use, buffer
strips and parking spaces.
P. The preliminary plan shall show the names of owners
of all abutting unplotted land and the names of all abutting subdivisions.
Q. Where the preliminary plan covers only a part of the
developers entire holding, a sketch shall be submitted of the prospective
layout of the remainder of the land.
R. Preliminary plan shall show the zoning boundaries,
if any, that traverse or are within 300 feet of the area covered by
the plan.
S. Preliminary plan shall show the system of all interior
drives located within the mobile home park, the width of all interior
drives, rights-of-way and easements, the location of all entrances
or exits which provide access to all existing or proposed public streets
or highways.
T. Subsurface conditions of the tract to be developed.
U. Profiles showing existing ground grades, proposed
finished grades of all interior drives, typical cross section of interior
drives and sidewalks, contours at vertical interval of two feet showing
the proposed finished grades of all areas of the mobile home park
to be graded.
V. The location, size, profile and material proposed
for all storm drainage facilities.
W. The location, size, capacities, profile and material
proposed for all sanitary sewage collection systems used, location
of sewage treatment plant, outfall sewer and receiving stream, or
location of septic tanks and subsurface leaching areas.
X. The location, source of supply, size, capacity and
material proposed for water supply system.
All mobile home parks proposing to construct
a septic tank and a subsurface leaching system for disposal of sewage
shall submit information as follows:
A. All preliminary plans, information and reports submitted shall be in compliance with and according to Chapter
126, Sewers, Article
I, Sanitary Sewage Disposal Systems, of the Code of the Township of Darlington, or any amendments or resolutions thereto.
In areas where a municipal sewer is available,
the mobile home park shall be connected thereto.
A. Any proposed mobile home park which is 1,000 feet
or less is considered available unless it is topographically impossible
to construct sanitary sewers to the mobile home park.
The approval of any preliminary plan by action
of the Planning Commission and the Board of Township Supervisors shall
be effective for six months only, after which such approval shall
be considered cancelled and rescinded, unless extended in writing
by the Board of Township Supervisors.
