There is hereby established in and for the Township
a Park and Recreation Board, to be known as the "Lower Gwynedd Township
Park and Recreation Board."

The Park and Recreation Board shall equip, operate,
supervise and maintain parks, recreation areas and facilities owned
or controlled by the Township and shall conduct recreation programs
within the Township, subject to the provisions concerning park and
recreation boards set forth in the Second Class Township Code.

The Park and Recreation Board shall be composed
of seven members, to be appointed by the Board of Supervisors. Park
and Recreation Board members shall serve for terms of five years and
until their successors are appointed, except that the members first
appointed shall be so appointed that the term of not more than two
members shall expire annually thereafter. Members of such Board shall
serve without pay. A vacancy on the Board occurring otherwise than
by the expiration of term shall be for the unexpired term and shall
be filled in the same manner as an original appointment.

Members of the Park and Recreation Board shall
elect their own Secretary and Chairperson and select all other necessary
officers, to serve for a period of one year. The Board may adopt rules
and regulations for the conduct of all business within its jurisdiction
which rules and regulations are not inconsistent with the Second Class
Township Code. The Board shall, from time to time, make rules governing
the operation and conduct of recreational facilities operated by the
Board. The Board shall hold regular meetings at such times and places
as it may designate.

The Park and Recreation Board may accept a grant,
gift, bequest or donation of services, equipment, real estate or money
from any individual or group, to be used as specified by the donor
or by the terms of the acceptance. The Board shall not enter into
any contract or incur any obligation binding upon the Township, other
than an obligation or contract to be fully executed within the then
current fiscal year and within the budget appropriations made by the
Board of Supervisors.

The Board of Supervisors may appoint an Executive
Director or Superintendent of Parks and Recreation who possesses the
necessary qualifications and who has demonstrated, by actual work,
his or her ability to organize and direct a community recreation system
and to supervise the activities of such other personnel as may be
deemed necessary to carry out the program.

Funds appropriated by the Board of Supervisors
and budgeted to the Park and Recreation Board shall be disbursed by
the fiscal disbursing officer of the Township, upon vouchers issued
by the Park and Recreation Board and within the budget appropriations
made. Funds received by the Park and Recreation Board from sources
other than budget appropriations shall be deposited by the Township
to the credit of and for such Board and shall be disbursed as the
above budget funds are disbursed, except that funds received by gift,
bequest or otherwise shall be disbursed in accordance with the terms
of such gift or bequest or the terms of the acceptance thereof.

The Park and Recreation Board shall make full
and complete reports to the Board of Supervisors at such times as
may be designated or requested by such Board. The fiscal year of the
Park and Recreation Board shall conform to that of the Township.

Such powers as are now or may hereafter be provided
by statute of the Commonwealth or by ordinance of the Township, relating
to the development and operation of recreation systems, parks and
playgrounds, are hereby vested in the Park and Recreation Board, to
be exercised by it, subject to any and all restrictions contained
in such statutes and ordinances.
