All unpaid fees or charges for municipal or municipally contracted solid waste collection and/or disposal services imposed on or after January 1, 1993, including penalties or interest, not paid by May 15 of each year shall be added to the annual Village of Coxsackie tax levy.
Municipally contracted solid waste collection and/or disposal services may only be undertaken or canceled by means of written direction to the Village Clerk. No such services will be provided or terminated unless the Village Clerk is so instructed in writing.
The fees for municipally contracted solid waste collection and/or disposal service shall be determined, from time to time by the Village Board of Trustees, payable on a quarterly basis.
Weekly solid waste collection shall be limited to three thirty-gallon bags or cans per residential unit, provided that a residential unit shall mean a single-family or single apartment residence.
Notwithstanding the rates or collection limitation established for residential users as described in §§ 126-3 and 126-4, nonresidential users shall be charged an amount as determined from time to time, by the Board of Trustees, and shall be limited to a collection amount established per account by the Board of Trustees.
Solid waste dumpsters will be made available for rental at a rate established by the Board of Trustees from time to time, said rental not to include the cost of fees or charges charged for solid waste collection and/or disposal.
The Board of Trustees shall annually cause a statement to be prepared setting forth each amount of solid waste disposal and/or collection fees in arrears as of 30 days prior to the last date prescribed by law for the annexation of the warrant to the assessment roll, a brief description of the property for which or in connection with which such solid waste services were provided, and the name and address of the person or corporation liable to pay such amount, which shall be the property owner of the property for which such solid waste services were provided. Such statement shall be presented to the Board of Trustees, which shall levy such amounts remaining unpaid on the date taxes are levied against the real property for which or in connection with which such solid waste services were provided.
