Except as set forth herein, no user of Village water, either inside or outside the Village of Coxsackie, shall introduce water from any other source into the user's water system.
A. 
Upon application to the Mayor, a permit may be issued to the user of Village water for permission to introduce water from a source other than the Village water supply into the user's water system at the same time that the premises are connected to the Village water supply.
B. 
Such application shall include plans for the installation of devices to protect the Village water supply from contamination.
C. 
Such application shall be granted upon a showing by the applicant that the Village water supply will be protected from contamination by the use of such devices and procedures required by this article or any statute of the State of New York, or any regulation of any agency having jurisdiction, or any regulations of the Village of Coxsackie applicable hereto.
The Village Board shall, after consultation with its consulting engineer, adopt regulations setting forth the devices which shall be required as a condition to the granting of a permit and setting forth the subsequent monitoring and/or testing program which shall be a condition to the continuation of the permit.
A. 
In the event that any user of Village water outside the Village fails to obtain the required permit, service shall be terminated upon 10 days' written notice. In addition, the user shall be required to disconnect from the Village water supply.
B. 
In the event that any user of Village water inside the Village fails to obtain the required permit, he shall, upon conviction of a violation of this article, be subject to a fine not greater than $250. Each week that such violation continues shall be deemed a separate offense. In addition, the Mayor shall cause to be brought a proceeding in a court of competent jurisdiction to abate such conduct as a nuisance.
No water shall be supplied to a water district unless the chief executive officer thereof certifies annually to the Village of Coxsackie that he or his designee has personally inspected the premises of each user and that all use complies with the standards set forth in this article and the regulations adopted hereunder. In lieu of such certification and at the sole option of the Village, such annual inspection may be performed by the Superintendent of Water.
