A quorum of 100 voters shall be required for carrying on any
business at an Annual and Special Town Meeting, except for and excluding
the election of Town, state and federal officers; the determination
of any matters required by the statutory law of the Commonwealth of
Massachusetts and the federal government to be elected or determined
by ballot; and the dissolution or adjournment of any such meeting.
