No doorstep, which is to be built on the grade of the sidewalk or pavement, shall encroach leaving less than three feet from the line of the street; nor shall cellar doors, which are to be built on the grade of the sidewalk or pavement, leave less than four feet from the line of the street.

All areas and steps leading below the level of the pavement shall be protected by good iron railing and all gratings over vaults shall be securely fixed in such a manner as to render the passage of the streets and pavements safe at all times.
Merchants in the Borough of Danville are hereby allowed and permitted to occupy 1/2 part of the width of pavement or footwalk adjoining the line of buildings wherein they conduct their respective business for the purpose of exhibiting their goods, wares and merchandise. The outside and remaining portion of all such pavements or footwalks shall in no way be obstructed.
Any person who shall violate any provisions of this article shall, upon conviction thereof, be punishable by a fine of not more than $1,000 and costs of such proceedings or, upon default of payment of such fines and costs, by imprisonment in the county jail for a term of not more than 30 days. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for each separate offense.[1]
