No person shall uncover, make any connection with or opening into or use, alter or disturb any public sewer or appurtenance thereof without first obtaining a permit in accordance with all applicable requirements established by the Town.
No new connections shall be made to the sewer system of the Town without a written permit issued by the Superintendent. Applications shall be made on a form supplied by the Town Clerk. No connection from a residential structure shall be granted without the approval of the Superintendent. No connection from any building or structure discharging other than sanitary waste shall be granted without the approval of the Superintendent and the Binghamton-Johnson City Joint Sewage Board. All connections to a sewer shall be made under the direction of and be subject to the approval of the Superintendent and shall conform in all respects with the applicable requirements of this article and the Uniform Code.[1]

All cost and expense incident to the installation and connection of any building to the sewer system shall be borne by the property owner. The property owner shall indemnify the Town from any loss or damage that may directly be occasioned by the installation of a connection to the sewer system.
All excavations for building sewer installations shall be adequately guarded with barricades and lights, so as to protect the public from hazard. Streets, sidewalks and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the Superintendent. All necessary permits for the opening of Town and county streets shall be obtained from the Highway Superintendent prior to the issuance of any building sewer permit.
Building sewers shall be serviced and repaired by the owner of the premises being served to a point within one foot of the pavement edge. Service and repair of building sewers within the paved areas of public rights-of-way shall be made by the Town.
The size, slope, alignment, materials of construction of a building sewer and the methods to be used in excavating, placing of the pipe, jointing, testing and backfilling the trench shall all conform to the requirements of the Building and Plumbing Code, other applicable rules and regulations of the Sewer District and the requirements outlined in Appendixes I and II.[1] In no event shall the diameter of such pipe be less than four inches, nor shall the slope of such four-inch pipe be less than 1/4 inch per foot.

Proper reducer or increaser fittings shall be used between all changes of pipe sizes and material so as to make a watertight and gastight joint.
B. 
Deviations to the requirements of this section may be utilized in building sewer construction if the deviation has received the prior approval of the Superintendent.
C. 
Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such building drain shall be lifted by approved artificial means and discharged to the building sewer. Such installations must comply with the requirements of § 447-19 of this article.
The connection of the building sewer into the public sewer shall conform to the requirements of the Building and Plumbing Codes or other applicable rules and regulations of the Sewer District or the procedures set forth in appropriate specifications of the ASTM and WEF Manual of Practice No. 9. All such connections shall be made gastight and watertight. Any deviation from the prescribed procedures and materials must be approved by the Superintendent before installation.

Power charges associated with a grinder-pump pressure sewer connection to the public sewer shall be the responsibility of the user.
Any application to the Superintendent of Sewers, the Town Board or its duly authorized agent for aid or assistance in connection with a sewer problem, including slowdown or stoppage, shall only be made after the property owner has, through his own duly licensed plumber, found to the satisfaction of the Town Sewer Superintendent or Town Board that the cause of difficulty does not exist in the lateral connecting the house on the property with the sewer main located in the highway right-of-way.
