There shall be an Inland Wetlands Commission (the "Commission")
established in accordance with Section 22a-36 et seq. of the Connecticut
General Statutes, commonly known as the "Inland Wetlands and Watercourses
Act."

The Commission shall have all the powers and responsibilities
authorized under said Inland Wetlands and Watercourses Act.

The Commission shall be composed of seven members appointed
in the manner provided for in Section 1002 of the Town Charter.

Any vacancy in the membership of said Board, from whatever cause
arising, may be filled for the unexpired portion of the term vacated
in the manner provided for in Section 1003 of the Town Charter.

Any member of the Commission may be removed for cause by the
Mayor with the approval of the Town Council. Any member who fails
to attend three consecutive regularly scheduled meetings may be removed
as a member of the Commission.

The term of office of each member of the Commission shall begin
on the effective date of this article. The initial terms of office
of the members of the Board shall be as follows: the first four members
named for appointment shall serve until November 30, 1992. The last
three members named for appointment shall serve until November 30,
1990. Thereafter, members shall serve for terms of four years, commencing
on December 1 and ending on November 30. Each member shall serve until
the expiration of his or her term and until a successor has been appointed
and qualified.

The Commission shall annually elect its Chairman and such other
officers as it may deem appropriate.

The Commission shall have the power to adopt rules and regulations
for the conduct of its meetings. A majority of its members shall constitute
a quorum, and the Commission shall hold regular meetings once a month,
open to the public, except when in executive session according to
the Connecticut General Statutes. Special meetings may be called by
the Chairman at any time and shall be called upon written request
of any three members. No action by the Commission, except as otherwise
stated herein, shall be valid unless authorized by a majority of its
members.

There shall be three alternates to said Commission, to be appointed
in the manner provided for in Section 1011 of the Town Charter. No
more than two such alternates shall be from the same political party.
When seated as provided herein, such alternates shall have all the
powers and duties conferred herein on members. If a regular member
of the Commission is absent or disqualified, he or she may designate,
in writing, an alternate member of such Commission to act in his or
her place. If he or she fails to make such designation, the Chairman
of the Commission shall designate an alternate to act, choosing alternates
in rotation so that they shall act as nearly equal a number of times
as possible. If any alternate is not available in accordance with
such rotation, such fact shall be recorded in the minutes of the meeting.
The initial terms of office of all alternates shall commence on the
effective date of this article and shall expire on November 30, 1990.
The terms of succeeding alternates shall be for four years, commencing
on December 1 and expiring on November 30.
