Except as otherwise provided in this chapter, no person shall
dispose of bulk refuse, building waste, demolition material, garden
refuse, mixed refuse, ashes, garbage, rubbish, dead animals, hazardous
refuse or any other matter injurious to public health, in any place
within the town without a permit approving the place and manner of
disposal.

No person shall operate as a collector without having first
obtained a license therefor.

The permits and licenses referred to in this Article shall be
obtained, without fee, from the Sanitation Inspector upon the presentation
of evidence of the capability of the applicant to comply with the
provisions of this chapter.

All licenses and permits required by this Article shall be issued
for a period of one year, and may be revoked or withheld if violations
of this chapter are not corrected within a reasonable time after the
Sanitation Inspector notifies the licensee or permittee of such violations.

The provisions of this Article shall not apply to the removal
of garden refuse from any premises within the town, if such removal
is accomplished by means which prevent the refuse from falling or
blowing from the vehicle by which such removal is accomplished.
