Authority of town to establish and maintain a public library, General Statutes, Section 11-20

The Board of Trustees of the New Milford Public Library is authorized to establish a fund to be known as the "New Milford Public Library Expansion Fund."

The purpose of the expansion fund shall be for the expansion of the facilities of the New Milford Public Library as of July 25, 1961, including, but not limiting it to, the purchase of land, the construction of an addition to the library, the purchase of equipment, books and other requirements for library purposes, and to do such things which, in the opinion of the Board of Trustees, are proper for the improvement of the facilities of the library.

(a) 
The Board of Trustees of the New Milford Public Library is authorized and empowered to accept or reject all grants from federal or state sources, or from any foundation, commission, corporation, individual or any other source, either by gift, grant or bequest of any real or personal property, tangible or intangible, notes, mortgages, choses in action, stocks, bonds, checks, drafts or cash, which may be offered or available to such library for the purposes set out in § 11-2 or for any other purpose which may be of benefit to said library.
(b) 
The Treasurer of the Board of Trustees of the New Milford Public Library is authorized, empowered and directed to open an account in any suitable bank or trust company, and such account shall be known as the New Milford Public Library Expansion Fund. Said Treasurer shall deposit therein any such gift, donation or grant and the income from any such gift, donation or grant, together with any income on existing trust funds which may be legally used for the purposes set out in § 11-2, and from time to time to draw from such account such sum or sums as the Board of Trustees may direct for said purposes.

The Board of Trustees of the New Milford Public Library shall have the power in its uncontrolled discretion to take, receive and hold any real or personal property, tangible or intangible, in the same form as that in which it is received, and shall further have the power to sell and convey, pledge or mortgage such donated or granted property upon such terms and conditions and for such consideration as said Board may deem advisable for the best interest of the library, and to make, execute and deliver good and sufficient deeds and conveyances thereof and therefor, and to exchange any property, real or personal, tangible or intangible, which at any time has been or shall be given or donated for the aforesaid purposes. The powers and authority granted to the Trustees under this section shall not apply to or affect any real property used for library purposes as of July 25, 1961.

In the event any real property is purchased by the Board of Trustees of the New Milford Public Library from any funds granted or donated for such purpose, or in the event any real estate is donated to the Board for the benefit of the library, the Board of Trustees is hereby authorized and empowered to pay, from the funds granted or donated, the expenses of any optional cost of conveyances, taxes on property held other than that for public use, assessments and all other charges which may be legally assessed against such premises or the operation and maintenance thereof.
