A. 
The discharge of any waters containing toxic or poisonous solids, liquids or gases in sufficient quantity, either singly or by interaction with other wastes, to contaminate the sludge of any municipal systems or to injure or interfere with any sewage treatment process, constitute a hazard in or have an adverse effect on the waters receiving any discharge from the treatment works is hereby prohibited.
B. 
Article VI of the Town of Schaghticoke Local Law No. 2 of 1984, Regulation of Sewer Use Ordinance,[1] the rules and regulations for sewer use of Rensselaer County Sewer District No. 1 and the rules and regulations for Saratoga County Sewer District No. 1 contain additional requirements covering the use of the wastewater facilities and sewer connections for all sewer districts operative in the Town of Schaghticoke.

Each user which discharges any toxic pollutant which causes an increase in the cost of managing the effluent or the sludge of Rensselaer County Sewer District No. 1 wastewater treatment works shall pay for such increased costs as levied by the County Sewer District.
