Thirty miles per hour is hereby established as the maximum speed at which vehicles may proceed on or along highways within the corporate limits of this City except on the following highways:

West Street.
B. 
Thirty-five miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of this City on or along the following highways:

West Street.
C. 
Twenty miles per hour is hereby established as the maximum speed at which vehicles may proceed on or along the following highways/streets within the corporate limits of this City:
