Other locations.
(a) 
The public parking lot located at 23 Court Street shall be used for the parking or leaving standing of vehicles only while the operator or a passenger of any such vehicles is in City Hall on municipal business, such use to be limited for a period of time not in excess of the time period established for particular controlled parking zones.
(b) 
Nothing contained in Subsection H(2)(a) of this § 11-63 of this chapter shall entitle anyone other than certain designated employees of certain designated municipal departments to the use of certain designated controlled parking zones, such zones to be adequately marked for restrictive use by said City and County Municipal Departments, in the public parking lot located at 23 Court Street.
(3) 
No vehicle shall be parked or left standing at any time in any portion of any of the public parking lots designated in § 11-63H(1) except that such vehicle shall be parked or left standing entirely within the parking spaces therein adequately marked for such purpose. The parking spaces in any public parking lot designated in § 11-63H(1), in their entirety or in any adequately marked lesser number, are hereby designated and established as controlled parking zones.
(4) 
Nothing herein contained shall be construed to permit or allow the parking or leaving standing of vehicles in crosswalks, loading zones or other places in which parking or leaving standing is limited, regulated or prohibited by other provisions of this Code.
I. 
For certain purposes.
(1) 
The parking or leaving standing of vehicles is hereby prohibited in any highway at any time for the following purposes:
(a) 
For the purpose of displaying such vehicle for sale.
(b) 
For the purpose of washing, greasing or repairing such vehicle, except to make such repairs as shall be required by an emergency.
(c) 
For any other purpose, except at the curbline, than the expeditious loading or unloading of passengers.
(2) 
No vehicle shall be parked or be left standing in any highway at any time for any of the purposes designated in § 11-63I(1).
J. 
In miscellaneous places.
(1) 
The parking or leaving standing of vehicles is hereby prohibited in any highway at any time in any of the following places, or at any time at any of the following places, whichsoever it may be:
(a) 
Within an intersection.
(b) 
On the roadway side of any vehicle stopped, standing or parked at the edge or curb of a street.
(c) 
On a sidewalk or fire lane as designated by the Fire Chief except for public transport for the discharging or acceptance of passengers.

Between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different distance is indicated by official signs, markings or parking meters.
(g) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
(h) 
Upon any bridge or elevated structure upon a highway or within a highway tunnel, unless otherwise indicated by official signs, markings or parking meters.
(i) 
On any railroad tracks.
(j) 
Within 30 feet of any flashing signal, stop sign, yield sign or traffic control signal located at the side of the roadway, unless a different distance is indicated by official signs, markings or parking meters.
(k) 
In front of a public or private driveway.
(l) 
Within 20 feet of any crosswalk at an intersection, unless a different distance is indicated by official signs, markings or parking meters.
(m) 
In front of any fire station.
(n) 
Between the curbline and sidewalk.
