No person, firm, association or corporation shall conduct, run or operate or engage in the business of maintaining and operating for hire separate washing, drying or dry-cleaning machines for personal and individual use within the Village without obtaining a license therefor as herein provided.
A. 
Application, in writing, shall be made to the Village for the issuance of a license to conduct, run or operate the business described in § 105-1 of this chapter, which application shall state in detail:
(1) 
The name of the person, firm, association or corporation applying for such license, specifying the residence of such person or persons or the residence of the persons composing any such firm and the principal place of business of such firm; or the principal place of business of any such corporation and the name and address of the officer, in the case of a corporation, upon whom process or other legal notice may be served within the Village.
(2) 
A detailed description of the place and a plan of the building wherein the business will be conducted.
(3) 
The total number of washing, drying and dry-cleaning machines proposed to be operated as of the date of the application.
B. 
The applicant shall present for examination by the Village Clerk an Electrical Underwriter's certificate approving the installation and use of all types of machines proposed to be operated as of the date of the application and a certificate of approval issued by the Nassau County Department of Health with respect to the place of business.
The Village may thereupon issue a license upon payment of the fee thereof, for a calendar year or a fraction thereof, which shall be computed at the rate as set forth in the current Village Fee Schedule (see Chapter 83, Fees) per establishment, either for an original license or any renewals thereof.

Each licensed business maintaining and operating for hire separate washing, drying and dry-cleaning machines shall provide an attendant who is familiar with the operation of such machines and any other laundry or cleaning machines installed therein, who shall be in attendance at all times between the hours of 7:00 a.m. and 7:00 p.m. when such machines are made available for hire.

The license granted by the Village shall be revocable by the Village Board of Trustees or may be suspended by the Mayor of the Village until the next meeting of the Board of Trustees in the event that any of the following conditions are determined to exist:
A. 
Failure to provide an attendant as required by § 105-4 of this chapter.
B. 
The premises are found to be in an unsanitary condition or the certificate of approval or permit issued by the Nassau County Department of Health is suspended or revoked; or the premises are found to be in an unsafe operating condition or the Electrical Underwriter's certificate is violated or revoked; or the revocation or suspension of such license shall operate as a refusal to permit the business licensed under this chapter to continue. And in the event that such business shall thereafter continue, each day or continuance shall constitute a separate violation hereof.
Any person violating any provision of this chapter shall be liable for a fine not to exceed $250 for each offense or by imprisonment not exceeding 15 days, or both.
