This chapter shall be applicable to all territory within the
Town of Dickinson outside of incorporated villages.
All wells, cisterns, recharging basins, catch basins or sumps
six inches or more in diameter shall have either a wood cover of a
thickness of at least two inches or a metal cover of a thickness of
at least 1/2 inch, which shall either be flush with the level of the
ground or above ground level and securely fastened so that it shall
stay in place, or shall be completely surrounded with protective fencing
at least four feet in height and constructed of wire or material of

provide a manner for closing said opening, and said opening must at
all times be kept securely closed and locked except when being used
to gain admittance.
