The head of the Department and its principal executive officer shall be the Mayor acting in the capacity of Commissioner. The Commissioner shall be vested with full responsibility for the administration, conduct and operations of the Department and its personnel, including the power to appoint and remove Department personnel in accordance with § 24-8 of this article, and shall make periodic reports to the Board concerning police protection in the Village.

The Mayor, subject to the approval of the Board, shall appoint,
annually, a Deputy Police Commissioner (the "Deputy") to assist the
Commissioner, as directed, in carrying out Department duties and to
assume all the powers of the Commissioner and to perform all the duties
of the Commissioner whenever he or she is absent or unavailable. The
qualifications of the Deputy shall be determined, from time to time,
by the Board and shall be those considered to best provide appropriate
expertise in support of the Commissioner as head and principal executive
officer of the Department. Such appointee shall be deemed to be a
deputy department head and to stand in a confidential relationship
with the Commissioner and the Board.
The Commissioner shall appoint such personnel as may be needed
to properly staff the Department and shall fix their compensation,
subject to the approval of the Board. Removal of Department personnel
shall be made by the Commissioner in accordance with the rules and
procedures of the Department.
