The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control sign.
Except in an emergency, or when directed to do so by a police officer or other enforcing authority hereunder or by the direction of traffic control signs designated in this chapter, no vehicle shall be stopped: parked or left standing on any of the highways within the Village except for the purpose of taking on or discharging passengers or freight and then only for such length of time as is necessary for such purpose.
Parking at the Village Hall (Village Justice's Court, Police Station) shall be limited to vehicles of persons conducting official Village business or attending Village Court sessions, duly noticed Village meetings, duly advertised public hearings or duly authorized civic functions.

A. 
No person shall stop, park or leave standing any motor vehicle or any other object or material within 15 feet of either side of a fire hydrant except when such vehicle is attended by a licensed operator or chauffeur who is seated in the front seat and who can immediately move such vehicle in case of emergency.
B. 
No person shall stop, park or leave standing any motor vehicle or any other object or material within any area which shall be marked with appropriate "Fire Lane" signs, as more fully identified, described and set forth in Schedule X (§ 117-35).

No person shall park, stop or leave standing any motor vehicle or any other object or material in spaces clearly marked for use by the handicapped, as more fully identified, described and set forth in Schedule XI (§ 117-36) without a special vehicle identification parking permit, or whose motor vehicle is not registered in accordance with § 404-a of the Vehicle and Traffic Law of the State of New York and being used for the transportation of a handicapped person; or with such permit or registration and such person is not one to whom the permit or registration was issued or is not transporting the person issued the permit or registration.
