The Village Board, for the purpose of arresting and preventing damage to property within the village resulting from floods or erosions, may construct drains, culverts, dams and bulkheads and dredge channels and regulate watercourses, ponds and watering places within the village.
All requests for such improvements shall be presented to said Village Board in the form of a written petition, and the cost of such improvement, if such request is approved, shall be borne by the owners of the land benefited.

Even though no request therefor is received by said Village Board, if such improvements are considered necessary by said Village Board, said Village Board will comply with the provisions of § 22-2200 of the Village Law and then cause such local improvements to be made, and the cost thereof shall be borne by the owners of the property benefited.
