A. 
The purpose of this article is to establish the procedure for the Borough staff to receive applications for subdivision and/or land development plans. This procedure is intended to provide orderly and consistent processing of such applications to conserve time, effort and expense for the applicant.
B. 
This article requires the submission of proposed subdivision and/or land development plans located in municipalities with adopted subdivision and land development ordinances to the Lawrence County Planning Commission/Department for review and comment.
A. 
Applicants are urged to discuss possible subdivision and/or development plans with the Borough staff or Planning Commission prior to the submission of an application. See § 221-25.
B. 
A sketch plan should be prepared and presented for review and discussion at the same time as the meeting. Such plans should generally include those items identified under Article VIII, Plan Requirements, § 221-25, of this chapter.
C. 
Submission of a sketch plan shall not constitute formal filing of an application.
Applications for all proposed subdivision and land development plans, whether preliminary or final, on land lying within the Borough shall be filed with the Borough staff. Such applications must be complete to be accepted for review as follows:

All applications, fees, plans and required information must be submitted to the Borough of New Wilmington, 134 High Street, New Wilmington, Pennsylvania, 16142, during regular office hours. Applications will be accepted by the Borough Council Administrator and referred to the Borough Engineer for a completeness review. Any incomplete application will be returned to the applicant with deficiencies noted and not considered as a formal submission until all required items are provided. The completeness review is to confirm all required items, and fees, have been submitted and is not a review of the submission for conformity with this chapter.
B. 
A complete application and all required exhibits shall be received during regular office hours of the Borough and must be received at least two weeks prior to the Borough Planning Commission meeting.
C. 
Information to be filed with the application shall generally include those items listed under Article VIII, Plan Requirements, § 221-26, of this chapter, and shall be prepared in accordance with, and submitted with the number of copies, as specified herein.
D. 
In cases where the subdivision fronts on an existing or proposed state highway or has proposed streets entering on such highways, the developer shall submit the plans to the Pennsylvania Department of Transportation (PennDOT) for review and permit(s), as applicable.
