A Police Department, together with the office
of policeman, is hereby established in and for the Borough of Upland.
In the Police Department, the following classifications
are hereby established: Captain and patrolman. The priority of authority
among said classifications shall be in the order above listed. The
number of persons to serve in said classification, on a full-time
and a part-time basis, and the compensation of each shall be determined
by the Borough Council from time to time.

Establishing qualifications for the position of full-time police
officer are established:
A. The applicant must be a citizen of the United States of America.
B. The applicant must be at least 21 years of age at the time of Hiring.
C. The applicant must be a high school graduate or its equivalent.
D. The applicant must be a graduate of the Delaware County Police Academy
or otherwise certified by the Municipal Police Officers' Education
and Training Commission in strict accordance and compliance with the
dictates of Act 120 (codified at 53 Pa.C.S.A. § 2161 et
seq.).
E. The applicant must be of good moral character and have no misdemeanor
or felony convictions.
F. The applicant must possess a current valid unrestricted Pennsylvania
operator's license (except for restriction of wearing corrective lenses)
and must maintain his/her license during his/her tenure as a police
officer.
G. Each applicant must be physically, psychologically and medically
fit for the performance of the duties of a full-time police officer.
H. An applicant for the position of full-time police officer shall have
served as a part-time police officer in the Borough of Upland for
a minimum period of six months immediately prior to the submission
of a completed application.

I. For all other hiring, promotion or for such promotions requiring
special scientific, professional, technical, clerical, electronic
or mechanical skills, the Upland Borough Civil Service Commission
shall specify qualifications for the position.
The Captain of Police shall be the chief executive
of the Police Department. He or she shall, under the direction of
the Mayor, be in charge of the police force and have supervision over
its members, in the exercise of their powers, duties and authority.
Nothing herein contained shall affect the authority
of the Mayor to appoint special patrol officers during emergencies.
