There shall be a Department of Finance headed by a Commissioner of Finance who shall be appointed by the County Executive, subject to confirmation by the County Legislature, on the basis of his or her experience in financial administration and shall serve at the pleasure of the County Executive, except that the person serving as County Treasurer immediately prior to the time this Charter takes effect shall serve as Commissioner of Finance until December 31, 1987; the elective office of County Treasurer shall be abolished as of that date, and thereafter, the Commissioner of Finance shall be appointed as provided herein.

Except as otherwise provided by this Charter, the Commissioner of Finance shall have and exercise all the powers vested in and perform all of the fiscal duties of the chief fiscal officer of the county. The Commissioner of Finance shall:
a. 
Perform all duties, including, but not limited to, the collection of taxes, accounting, and any other duties required by law, to be performed by a County Treasurer.
b. 
Perform all duties in relation to the extension of taxes and the issuing of tax bills heretofore performed by the Clerk to the Legislature.
c. 
Audit and certify for payment all lawful claims or charges against funds for which the county is responsible.[1]
