Whenever a food establishment is constructed or extensively
remodeled, and whenever an existing structure is converted to use
as a food establishment, properly prepared plans and specifications
for such construction, remodeling, or conversion shall be submitted
to the health authority for review and approval before construction,
remodeling or conversion is begun. The plans and specifications shall
indicate the proposed layout, arrangement, mechanical plans, and construction
materials of work areas, and the type and model of proposed fixed
equipment and facilities. The health authority shall approve the plans
and specifications, if they meet the requirements of this chapter.
No food establishment shall be constructed or converted, except in
accordance with plans and specifications approved by the health authority.
No proposed food service establishment, not on city sewer, will be
approved for operation unless the septic system is sized for its seating
capacity, according to the rules and regulations of the State of Illinois
Department of Public Health. No proposed food establishment water
system will be approved unless it conforms to state and local laws.
Whenever plans and specifications are required by §
257-29 of this chapter to be submitted to the health authority, the health authority shall inspect the food establishment prior to the start of operations to determine compliance with the approved plans and specifications and with the requirements of this chapter. No food establishment will be allowed to operate until its operation is approved by the health authority.
