There shall be no parking in any municipal parking area except in the manner and at the locations designated by the Village and regulated: i) through the issuance of parking permits which shall be governed by procedures determined and established by the Village Board of Trustees; ii) the use of parking control devices; iii) the posting of signs and/or iv) lines marked on the pavement. Annual parking permits are valid for a calendar year which shall coincide with the Village's fiscal year June 1 to May 31. If available, half-year permits shall apply to issuance after December 1. Notwithstanding any provision to the contrary, any vehicle parked in a municipal parking area shall be subject to removal and disposal as an abandoned vehicle based on the definitions set forth in § 290-41, including a vehicle which has "remained in the same location for a continuous period of more than 72 hours."

No commercial vehicle shall be permitted to park in any municipal parking area without authorization by the Village of Dobbs Ferry.

Parking fees applicable to all municipal parking areas shall be established and amended by resolution of the Board of Trustees in accordance with Chapter 175.

(1)

Hours of enforcement, operation of parking control devices and maximum permitted parking duration times in municipal parking areas shall be established by the Board of Trustees.

(2)

Time limits and fees for the use of all nonrestricted parking spaces in all municipal parking areas shall be visibly posted by the use of signs and/or conveyed by or through parking control devices.

(3)

Parking control devices, such as kiosks and web-based or mobile-based applications shall provide the option for obtaining a receipt showing time of purchase, amount of fee payment and time of expiration.

Waterfront Parking Lot. No parking of vehicles shall be permitted in the Waterfront Parking Lot except by holders of permits issued as set forth in this section or through the use of a parking control device. Permits for use in the Waterfront Parking Lot are not transferable and must be affixed to the left rear of the motor vehicle covered thereby, or as otherwise instructed by the Village. The following permits are available through the Village to park vehicles in the Waterfront Parking Lot upon payment of the required fee as established or amended by a resolution of the Board of Trustees in accordance with Chapter 175.

(1)

Resident commuter permit, annual or half-year when issued after December 1: parking from 5:00 a.m. until 2:00 a.m. the next morning.

(2)

Nonresident commuter permit, annual or half-year when issued after December 1: parking from 5:00 a.m. until 2:00 a.m. the next morning.

(3)

Resident recreation annual permit and resident senior recreation annual permit: parking in spaces designated as "Recreation Parking Spaces," on weekdays Monday through Friday, during the period 5:00 a.m. until 5:00 p.m., for periods not to exceed four consecutive hours and without a time limit between the hours of 5:00 p.m. and 2:00 a.m.; parking on Saturdays, Sundays and holidays observed by the Village of Dobbs Ferry between the hours of 5:00 a.m. to 2:00 a.m.

Resident senior citizen daily commuter permit: any day from 5:00 a.m. to 2:00 a.m. the next morning.

Other municipal parking areas:

(1)

Parking in the Village Hall Parking Lot shall be restricted Monday through Saturday between the hours of 8:00 a.m. and 8:00 p.m. Metered parking during this period will be limited to three consecutive hours. Holders of a Downtown Resident permit, the eligibility for which is set forth below, will be permitted to park during this period in any space not otherwise restricted. No parking of any vehicle is permitted between the hours of 9:00 a.m. and 11:00 a.m. on the first Wednesday of each month to allow for maintenance. Time restrictions will not be enforced on Sundays and holidays observed by the Village.

(2)

Parking in the Oak Street Parking Lot shall be restricted Monday through Saturday between the hours of 8:00 a.m. and 8:00 p.m. Metered parking during this period will be limited to three consecutive hours. Holders of a Downtown Resident Permit, the eligibility for which is set forth below, will be permitted to park during this period in any space not otherwise restricted. No parking is permitted between the hours of 9:00 a.m. and 11:00 a.m. on the second Wednesday of each month to allow for maintenance. Time restrictions will not be enforced on Sundays and holidays observed by the Village.

(3)

Parking in the Library Parking Lot shall be prohibited, with the following exceptions:

(a)

Library employees.

(b)

Holders of the Downtown Resident permit may park in this lot between the hours of 6:00 p.m. and 8:00 a.m. daily.

(4)

Parking in the 99 Cedar Street Parking Lot shall be restricted Monday through Saturday between the hours of 6:00 a.m. and 8:00 p.m. Metered parking during this period shall be limited to 14 consecutive hours. Holders of 99 Cedar Street Permits, the eligibility for which is set forth below, shall be permitted to park during this period in any space not otherwise restricted. No parking of any vehicle is permitted between the hours of 9:00 a.m. and 11:00 a.m. on the third Wednesday of each month to allow for maintenance. Time restrictions shall not be enforced on Sundays and holidays observed by the Village.

Downtown Resident permit. Holders of Downtown Resident Permits, annual or half-year when issued after December 1, may park within prescribed areas of municipal parking areas, with the exception of the Waterfront Parking Lot. Permits are not transferable and must be affixed to the motor vehicle covered thereby as instructed by the Village. Village residents who reside on Main Street, Cedar Street, the Village-owned portion of Draper Lane, Oak Street, Elm Street, Chestnut Street, Walnut Street, High Street, Palisade Street, Hudson Terrace and Livingston Avenue shall be eligible for Downtown Resident annual or half-year permits.

99 Cedar Street Permit. Parking in any space not otherwise restricted within the 99 Cedar Street Parking Lot shall be available to holders of the 99 Cedar Street Permit which is available for i) vehicles of owners, operators and employees of stores, firms and businesses operating on Main Street or Cedar Street, and ii) vehicles of residents meeting the qualifications for a Downtown Resident Permit.

Parking shall be restricted on the following streets as specified:

	Parking on Allen Street is hereby restricted as follows:
	A.	No parking on the northerly side in the following described locations:
		(1)	From Scott Street easterly for a distance of 308 feet.
		(2)	From South Field Avenue westerly for a distance of 313 feet.
	B.	No parking on the southerly side from Scott Street to South Field Avenue.
Appleton Place [Added 3-12-2013 by L.L. No. 3-2013]
	A.	No parking on either side for the entire length.
Ashford Avenue Parking on Ashford Avenue is hereby restricted as follows:
	A.	No stopping, standing or parking on the northerly side of Ashford Avenue between Broadway and a point 190 feet westerly from Storm Street.
	B.	No stopping, standing or parking on the southerly side of Ashford Avenue between Walgrove Avenue and Bellewood Avenue.
	C.	No stopping, standing or parking on the southerly side of Ashford Avenue between Bellewood Avenue and Grandview Avenue from 7:00 a.m. to 7:00 p.m.
	D.	No parking on Ashford Avenue from 3:00 a.m. to 6:00 a.m.

High Street Parking on High Street is hereby restricted as follows:
	A.	No parking on the easterly side of High Street from its intersection with Main Street to its termination at the entrance to Waterfront Park.
	B.	No parking on the westerly side of High Street from its intersection with Station Plaza to its termination at the entrance of Waterfront Park.

Parking on Main Street is hereby restricted as follows:
	A.	No parking on the westerly side of Main Street from Cedar Street to a point 40 feet southerly therefrom.
	B.	No parking on the easterly side of Main Street from Cedar Street to a point 50 feet southerly therefrom
	C.	No parking on the easterly side of Main Street in front of the Municipal Building and for 45 feet southerly therefrom.
	D.	No parking on the westerly side of Main Street opposite the entrances to the firehouses in the Municipal Building and for an additional distance of 15 feet southerly and 45 feet northerly therefrom.
	E.	No parking on the westerly side of Main Street between a point 300 feet southerly from Chestnut Street and a point 50 feet southerly therefrom.
	F.	No parking in excess of 15 minutes in front of the premises numbered 14 Main Street for a distance of 22 feet, to be designated by the Chief of Police, from 6:00 p.m. to 8:00 p.m., Monday through Saturday.
	G.	No parking in excess of 15 minutes in front of the premises numbered 63 Main Street for a distance of 22 feet, to be designated by the Chief of Police, from 6:00 p.m. to 8:00 p.m., Monday through Saturday.
	H.	No parking on Main Street from 3:00 a.m. to 6:00 a.m., with the following exceptions:
		(1)	Overnight parking is permitted on the east side of Main Street on Monday, Wednesday, Friday and Sunday.
		(2)	Overnight parking is permitted on the west side of Main Street on Tuesday, Thursday and Saturday.
Manor House Drive There shall be no parking on the westerly side of Manor House Drive.
Maple Street There shall be no parking on the southerly side of Maple Street between Park Road and Washington Avenue.
Maplewood Avenue [Added 2-9-2021 by L.L. No. 1-2021]
	A.	No parking on the southern side of Maplewood Avenue for its entire length.
McClelland Avenue [Added 11-8-2005 by L.L. No. 8-2005]
Parking on McClelland Avenue is hereby restricted as follows:
	A.	No parking at any time on the northerly side of McClelland Avenue.
Meado Way [Added 2-17-1987 by L.L. No. 2-1987; amended 9-20-1988 by L.L. No. 8-1988]
	A.	No parking on the northerly side from the driveway serving No. 32 Meado Way westerly to the end of Meado Way.
	B.	No parking on the southerly side.
Mohican Park Avenue There shall be no parking on the easterly side of Mohican Park Avenue from its intersection with Ashford Avenue to a point 120 feet southerly therefrom between the hours of 9:00 a.m. and 12:00 noon, Monday through Saturday.
Myrtle Avenue There shall be no parking on the southerly side of Myrtle Avenue from Washington Avenue to a point 300 feet northerly therefrom.
Oak Street There shall be no parking on the northerly side of Oak Street between the exit from the municipal parking area and a point 40 feet easterly therefrom.
Ogden Avenue [Amended 4-20-1993 by L.L. No. 2-1993; 3-12-2013 by L.L. No. 2-2013; 2-14-2017 by L.L. No. 1-2017]
Parking on Ogden Avenue is hereby restricted as follows:
	A.	No parking on the west side of Ogden Avenue for a distance of 45 feet southerly from the intersection of Ashford Avenue.
	B.	No parking on the east side of Ogden Avenue for a distance of 75 feet southerly from the intersection of Ashford Avenue.
	C.	No parking on the east side of Ogden Avenue from Beacon Hill Drive to Danforth Avenue.
	D.	No parking for more than 15 minutes in a designated fifteen-minute parking zone, between the hours of 11:00 a.m. and 11:00 p.m. daily, on the east side of Ogden Avenue from a point 75 feet southerly from the intersection of Ashford Avenue to a point 95 feet southerly from the intersection of Ashford Avenue.
Ogden Place [Added 9-16-1986 by L.L. No. 10-1986]
There shall be no parking on the easterly side Ogden Place from its intersection with Irving Place to a point 55 feet northerly therefrom.
Oliphant Avenue [Added 3-19-1987 by L.L. No. 4-1987]
Parking on Oliphant Avenue is hereby restricted as follows:
	A.	No parking on the northerly side of Oliphant Avenue for its entire length.
	B.	No parking on the southerly side of Oliphant Avenue for its entire length. [Amended 11-23-1999 by L.L. No. 2-1999]
Palisade Street Parking on Palisade Street is hereby restricted as follows:
	A.	No parking on the westerly side of Palisade Street between Station Plaza and a point 405 feet north of the northerly side of the Metro North footbridge measured in a northerly direction along the westerly sides of Station Plaza and Palisade Street, except between the hours of 7:00 p.m. and 7:00 a.m. and on Saturdays, Sundays and holidays.
	B.	No parking on the westerly side of Palisade Street from High Street to Station Plaza.
	C.	No parking on the westerly side of Palisade Street between a point 475 feet southerly from Chestnut Street and a point 130 feet southerly therefrom, except between the hours of 7:00 p.m. and 7:00 a.m. and on Saturdays, Sundays and holidays.
	D.	No parking on the westerly side of Palisade Street between Chestnut Street and a point 180 feet northerly therefrom, except on Sundays.
	E.	No parking on the easterly side of Palisade Street in front of the area now designated as parking meter No. 138.
Park Road There shall be no parking on the easterly side of Park Road.
Pearl Street There shall be no parking on the easterly side of Pearl Street.
Rochambeau Avenue [Added 5-20-1986 by L.L. No. 3-1986; amended 9-20-2012 by L.L. No. 11-2012]
	A.	There shall be no parking on the southerly side of Rochambeau Avenue from a point 130 feet westerly from Broadway to a point at the easterly property line of 17 Rochambeau Avenue.
	B.	There shall be no parking on the northerly side of Rochambeau Avenue from Broadway to a point 110 feet westerly therefrom.
Russell Place [Added 6-27-2006 by L.L. No. 4-2006]
There shall be no parking on the northerly side of Russell Place from North Field Avenue to a point 200 feet westerly therefrom.
Scott Street [Added 2-17-1987 by L.L. No. 2-1987]
There shall be no parking on the westerly side of Scott Street.
Seneca Street
	A.	There shall be no parking on the west side of Seneca Street from a point 220 feet north of McClelland Avenue to a point 265 feet north thereof. [Added 7-9-2002 by L.L. No. 5-2002]
	B.	There shall be no parking on the westerly side of Seneca Street on Thursdays, 9:00 a.m. to 12:00 noon. [Added 7-9-2002 by L.L. No. 5-2002; amended 7-14-2009 by L.L. No. 10-2009]
	C.	There shall be no parking on the easterly side of Seneca Street except Thursdays, 9:00 a.m. to 12:00 noon. [Added 7-14-2009 by L.L. No. 10-2009]
Shady Lane [Added 2-17-1987 by L.L. No. 2-1987]
Parking on Shady Lane is hereby restricted as follows:
	A.	No parking on the easterly side of Shady Lane between Brookside Lane and Meado Way.
	B.	No parking on the westerly side of Shady Lane from Ashford Avenue to a point opposite the northerly side of Brookside Lane.
	C.	There shall be no parking on the westerly side of Shady Lane from a point opposite the northerly side of Brookside Lane to a point 60 feet northerly thereof, from 7:00 a.m. to 9:00 a.m. and from 2:00 p.m. to 4:00 p.m., Monday through Friday. [Added 9-25-2007 by L.L. No. 12-2007]
Southfield Avenue [Added 1-22-2013 by L.L. No. 1-2013]
	A.	There shall be no parking on the easterly side of Southfield Avenue in the following locations:
		(1)	From Ashford Avenue southerly for a distance of 35 feet.
		(2)	From a point 100 feet southerly from Ashford Avenue to a point 170 feet southerly from Ashford Avenue.
	B.	There shall be no parking on the westerly side of Southfield Avenue in the following locations:
		(1)	From Ashford Avenue southerly for a distance of 220 feet.
Southlawn Avenue There shall be no parking on the westerly side of Southlawn Avenue between the northerly boundary of the premises numbered 59 Southlawn Avenue and Colonial Avenue.
Stanley Avenue [Added 2-10-2009 by L.L. No. 4-2009; amended 9-20-2012 by L.L. No. 9-2012; 2-14-2017 by L.L. No. 1-2017; 5-8-2018 by L.L. No. 5-2018]
	A.	There shall be no parking on the westerly side of Stanley Avenue.
	B.	Parking shall only be allowed on the east side of Stanley Avenue beginning at a distance of approximately 70 feet south of the southerly curbline of Danforth Avenue and continuing for a distance of approximately 180 feet south therefrom.
Station Plaza [Amended 4-20-1993 by L.L. No. 2-1993]
Parking at Station Plaza is hereby restricted as follows:
	A.	No parking on either side of Station Plaza, except by licensed taxicabs in the area hereinafter designated or except by commuter buses.
	B.	No stopping, standing or parking on the westerly side of Station Plaza between a point 50 feet northerly from the Metro North footbridge and a point 20 feet southerly from the stairway connecting Station Plaza with the Metro North northbound platform, except by licensed taxicabs, as provided in Chapter 276 of this Code, entitled "Taxicabs," or except by commuter buses.
Storms Street There shall be no parking on the easterly side of Storms Street from its intersection with the northerly side of Ashford Avenue for a distance of 50 feet in a northerly direction.
Summit Terrace [Amended 9-16-1986 by L.L. No. 11-1986]
Parking on Summit Terrace is hereby restricted as follows:
	A.	No parking on the westerly side of Summit Terrace.
	B.	No parking on the easterly side of Summit Terrace opposite the center point of Longview Avenue for a distance of 60 feet north and 60 feet south.
Temple Road [Added 9-21-1993 by L.L. No. 5-1993]
There shall be no parking on the westerly side of Temple Road directly across from its intersection with Lyman Place northerly to its terminus.
Tiernan's Lane There shall be no parking on either side of Tiernan's Lane.
Transvaal Avenue [Added 10-17-1989 by L.L. No. 11-1989]
There shall be no parking at any time on either side of Transvaal Avenue.
Walgrove Avenue [Amended 2-7-1989 by L.L. No. 3-1989]
Parking on Walgrove Avenue is hereby restricted as follows:
	A.	No parking on either side from the intersection with Broadway and Ashford Avenue to a point 200 feet southerly therefrom.
	B.	No parking on the westerly side between a point 175 feet southerly from Transvaal Street and a point 625 feet southerly from Transvaal Street.
	C.	No parking on the westerly side between the entrance driveway of Children's Village/Springhurst School and a point 1,330 feet northerly therefrom.
	D.	No parking on the easterly side between the entrance driveway of Children's Village/Springhurst School and a point 175 feet northerly therefrom.
	E.	A loading and unloading zone is established on the westerly side to be designated by the Chief of Police for the loading and unloading of vehicle transport carriers between the hours of 7:00 a.m. and 7:00 p.m. [Added 11-6-1991 by L.L. No. 6-1991]
Walnut Street Parking on Walnut Street is hereby restricted as follows:
	A.	No parking on the southerly side of Walnut Street between Broadway and Hatch Terrace.
	B.	No parking on the northerly side of Walnut Street between Broadway and a point 275 feet westerly therefrom.
Washington Avenue Parking on Washington Avenue is hereby restricted as follows:
	A.	No parking on the westerly side of Washington Avenue between Ashford Avenue and Maple Street.
	B.	No parking on the easterly side of Washington Avenue between Ashford Avenue and a point 80 feet southerly therefrom.
	C.	No parking on the easterly side of Washington Avenue between Myrtle Avenue and Belden Avenue.
	D.	No parking on either side of Washington Avenue from Belden Avenue to Langdon Avenue. [Added 7-18-1989 by L.L. No. 7-1989]
Young Street There shall be no parking on either side of Young Street.
