Any plumber wishing to do business in connection with the water and
sewer system shall, before receiving permission to do so, file with
the Town Council a written application giving the name of his firm
or the name of his employer. The application shall give satisfactory
evidence that the applicant is or that he permanently employs a regularly
educated, practical and experienced plumber, that he is a master of
his trade, and that he will be governed in all respects by the rules
and regulations which have or may be adopted by the Town. He shall
make true and correct returns to the Department of all connections
he may make with the water mains and all alterations which he may
make in connection with the water and sewer system, and he shall faithfully
and honestly observe all of the rules of the utility as they may affect
his work as a plumber.

No plumber shall be allowed to make any attachments or alterations
in any pipe or fixture by which water is to be supplied to the consumer
without first obtaining permission from the Superintendent.

Should any licensed plumber, or any of his employees, violate any
of the rules of the Department or of this chapter, his license may
be revoked by the Town Council.

All service pipe and pipe used in house plumbing shall be copper
type. Whenever practicable, the service main must be introduced into
the cellar before any branches are taken from it, and must be provided
with a stopcock and waste; which waste must be capable of draining
the pipe, and ease of access so the consumer can shut off the water
in case of a leak or breakage. Where there are house boilers, there
must be vacuum valves. Pit-type meters shall not be allowed unless
peculiar conditions make this type of installation necessary.

Within 24 hours after completing any attachment or connection, the
plumber shall make a true return in writing on the back of the permit
of any change he may have made, or if new work, he must show all the
openings or taps made and uses to which water is to be applied, to
be filed in the office of the Department. The return shall also state
accurate and complete measurements of the distance from the curb to
where the service pipe enters the house, and a diagram furnishing
the location of the pipes, the stopcock, and the opening, and the
use of the opening must accompany the return. Every return shall be
full and complete in these particulars.

The owner and contractor shall exercise caution in backfilling trenches
to prevent stones or sharp objects from injuring the service line.
G.Â
Whenever a meter cannot be read by an employee of the Department
due to his inability for any reason to enter the premises, the owner
shall be billed the applicable minimum charge for the quarter.
