(a) 
Required. No City resident shall operate a bicycle upon any public street, highway, roadway or alley within the City unless such bicycle is properly registered and has attached to it a proper registration device.
(b) 
Fee. A registration fee shall be paid in the amount to be set from time to time by the Council.
(c) 
Term. Registration shall be good for life of the bicycle or until the ownership changes, at which time the bicycle must be reregistered.

The Police Department shall cause to be inspected each bicycle presented for registration and may refuse to register any bicycle found to be in unsafe mechanical condition or not equipped as required.

No person shall operate any bicycle not properly registered or carrying a proper identification tag upon any street, highway, roadway or alley in the City, or operate any bicycle in an unsafe manner or in violation of any state law.

Within 10 days after any bicycle registered under this article has changed ownership or been permanently dismantled and taken out of operation, such information shall be reported to the Police Department by the person in whose name the bicycle has been registered.

No bicycle shall be operated on City streets unless equipped with an audible signal.

No person shall leave or park a bicycle at such a place or in such a way as to create a hazard to pedestrians, automobile operators or anyone else.

No person shall ride a bicycle, skateboard, roller skates or any similar device upon a sidewalk within the business district; Broad Street, from Geneva Street to Wrigley Drive; Main Street, from Cook Street to Mill Street; Center Street, from Geneva Street to Wrigley Drive; Wrigley Drive, from Main Street to Baker Street; the complete area surrounding the Riviera Ballroom, being the sidewalks, lawns and piers; the tennis courts located at Badger High School, East View School and Maple Park; or the Brunk Pavilion and the appurtenances thereto.
