The Village Board of the Village of Akron finds that the trade of plumbing requires regulation to insure the public safety and health of residents within the Village of Akron. The regulation is also required so that plumbing work will comply with the Village Code, State Building Code, and DEC and federal clean water law and regulation.
As used in this chapter, the following terms shall have the meanings indicated:
PLUMBING
Work of connection, repair, or installation of water, waste, drainage (sewer), natural gas, or LP gas pipe, fixtures, and other apparatus, or sprinkler systems for fire suppression, within or on any structure and related land regulated by the New York State Building Code, Erie County law, or Village Code.
No person shall, except as hereinafter provided, engage in, conduct, carry on, transact or practice in the work, trade, or business of plumbing in the Village without first obtaining a license.
Any person, firm or corporation who shall desire a license to perform plumbing work within the Village of Akron shall apply in person or, in the case of a firm or corporation, be represented by an officer of the corporation or member of the firm, at the office of the Village Clerk and register his or its name and address with the Village Clerk upon the application form prescribed by the Village Board. The conditions associated with such license will be contained in the regulations adopted by resolution of the Village Board.
The Village Clerk shall issue a license authorizing said applicant to perform such work in the Village of Akron upon being satisfied that the applicant has met the conditions as required under regulations which are from time to time adopted by resolution of the Village Board.
The Code Enforcement Officer shall enforce the provisions of this chapter and regulations thereunder.
Any person violating the provisions of this chapter or any rules or regulations and who fails to remove or correct such violations after notice of 10 days shall be guilty of violation of this chapter. Each day of violation after 10 days' notice will be a separate offense. The general penalty shall apply for each offense, not to exceed $2,500 in total.
