The Village Board of the Village of Akron, based on observations made by its members, observations of employees of the village and complaints received from the public, has concluded that the use of skateboards, in-line skates and roller skates within certain portions of the Village of Akron presents an unreasonable risk to the public safety in general and to pedestrians in particular.
As used in this chapter, the following terms shall have the meanings indicated:
IN-LINE SKATES
Shoes, skates or footwear with a single row of roller wheels and commonly referred to as "roller blades."
ROLLER SKATES
Shoes, skates or footwear with two or more rows of roller wheels.
SKATEBOARD
A narrow board of wood, plastic, fiberglass or similar material with roller skate or any other type of wheels attached to each end, commonly referred to as a "skateboard," and used for gliding or moving on any hard surfaces, without a mechanism or other device for steering while being used, operated or ridden.
STREET
Includes the entire paved and improved surfaces of the street, including gutter areas, curbs and sidewalks.
It shall be unlawful to operate skateboards, in-line skates or roller skates within the Village of Akron at any of the following locations: Main Street west of Parkview Drive and east of Mechanic Street, Buffalo Street, Monroe Street, Clinton Street south of John Street, Church Street, Russell Park and the alley running parallel to Main Street from Mechanic Street to Clinton Street.
Any person or corporation who shall be convicted of violating any provision of this chapter shall be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty.
