A. 
It is unlawful for any person to rummage through, scavenge, remove or otherwise disturb any organic waste, garbage or items for recycling which have been placed in containers.
B. 
It is unlawful for any person to throw, place or deposit personal items, refuse, yard waste, recyclables, construction materials or brush in any City or privately owned refuse disposal container, or upon public property or privately owned property unless otherwise permitted by the City or private property owners.
C. 
It is unlawful for anyone to be inside a disposal container.[1]

Any person violating any provision of this article is guilty of a misdemeanor and, upon conviction, shall be subject to the penalties set forth in Minn. Stat. § 609.02, Subd. 3.
