This act shall be known as the "Charter of the City of Lockport." [§ 1, L. 1911, c. 870]
The territory in the County of Niagara included in the following boundaries shall constitute the City of Lockport, viz.: Beginning in the middle of the highway known as the Old Niagara Road, where the same crosses the east line of Farm Lot No. 4 of Section 15 in the 14th Township and 6th Range of the Holland Company's lands, so called; thence westerly along the middle of said Old Niagara Road, crossing Farm Lot Nos. 4, 6, 8, 10 and 12 of said Section 15 and Nos. 61 and 64 in Township 14 in the 7th Range, to the intersection of the same with the middle of the Lockport and Warrens Corners Plank Road; thence southerly along the middle of said Plank Road to a point, which point is the intersection of the north line of formerly the August Brauer farm and the center line of the Old Plank Road, also being 1,852.00 plus or minus feet northerly from the intersection of the center line of the Lockport and Warrens Corners Plank Road with the center line of West Jackson Street, as measured along the center line of Plank Road; thence south 89° west along said line, 917.75 plus or minus feet to a point; thence north 42° west, 289.08 feet to a point; thence north 27° 15' west, 627.00 feet to a point; thence north 89° west, 231.00 feet to a point; thence south 82° west, 448.80 feet to a point which is the intersection of Farm Lot No. 72 and Farm Lot No. 64 and distant 1,405.14 plus or minus feet south of the south bounds of Old Niagara Road; thence continuing westerly 1,092.30 plus or minus feet to a point which is the west city line; thence southerly along said line a distance of 1,572.12 plus or minus feet to a point; thence northeasterly 268.82 plus or minus feet to a point; thence southerly 483.00 plus or minus feet to a point; thence north-easterly 860.30 plus or minus feet to a point which is the east line of Farm Lot No. 71; thence southerly 703.68 plus or minus feet to a point in the center line of West Jackson Street; thence westerly along the middle of the said West Jackson Street, to the west line of Lot No. 71, Township 14, Range 7 of the Holland purchase, so called; thence south along the west line of Lot Nos. 71, 70 and 69 to a point, said point being on the present city line and further described as being about 160 feet northerly and at a 90° angle from the north bounds of the Penn Central Railroad property; thence westerly along a line parallel to the north line of said railroad property, a distance of 474.8 feet to the center line of the old Upper Mountain Road; thence northwesterly along the center line of the Old Upper Mountain Road about 1,897.9 feet to a point, said point being 910.9 feet southeasterly from the intersection of the center line of Sunset Drive and Upper Mountain Road measured along the center line of the Upper Mountain Road; thence westerly at an angle of 132° 27' with the last-described boundary, 635 feet to a point; thence northerly along a line making an angle of 89° 51' with the last-described boundary, a distance of 684 feet to a point in the center line of Upper Mountain Road, said point being 23.8 feet northwesterly from the intersection of the center line of Sunset Drive and Upper Mountain Road; thence northwesterly along a line parallel with the Upper Mountain Road, a distance of 158 feet to a point; thence northerly along a line at an angle of 115° 57' with the last-described boundary, a distance of 250 feet to the center line of the Upper Mountain Road; thence northwesterly along the center line of the Upper Mountain Road a distance of 270 feet to a point; thence southerly along a line at an angle of 64° 6' with the center line of Upper Mountain Road, a distance of 300 feet to a point; thence north-westerly along a line at an angle of 64° 22' with the last-described boundary, a distance of 294.6 feet to a point in the west line of Lot No. 4, said point being 300 feet south of the center line of Upper Mountain Road as measured along the west line of Lot No. 4; thence northwesterly along a line parallel with the center line of the Upper Mountain Road, a distance of 311.4 feet to a point; thence northerly along a line at an angle of 95° 31' with the last-described boundary, a distance of 300 feet to the center line of the Upper Mountain Road; thence westerly along the center line of Upper Mountain Road 50 feet to a point; thence southerly along a line at an angle of 84° 29' with the center line of Upper Mountain Road, a distance of 300 feet to a point; thence westerly along a line parallel with the center line of Upper Mountain Road, a distance of 459.45 feet to a point; thence westerly along a line at an interior angle of 177° 55' with the last-described boundary, a distance of 289 feet to a point, said point being 300 feet southerly from the center line of the Upper Mountain Road as measured along an extension of the next-described line; thence southerly along a line at an angle of 86° 47' with the last-described boundary, a distance of 2,520.4 feet to a point on the north line of Lot No. 11; thence southerly along a line at an angle of 90° with the north line of Lot No. 11, a distance of 2,552.61 feet to a point in the north line of the Penn Central Railroad property; thence northeasterly along the north boundary of the Penn Central Railroad lands, a distance of about 5,880 feet to a point in the west line of Lot Nos. 69 and 70; thence south along the west line of Lot Nos. 70, 69 and 68, Township 14, Range 7 of Holland purchase, to the southwest corner of Lot No. 68, said corner being 13,850.1 feet as measured from the intersection of the center line of West Jackson Street and the west line of Lot No. 71 along the west lines of Lot Nos. 71, 70, 69 and 68; thence east along the south line of Lot No. 68, Township 14, Range 7 of said Holland purchase; thence northeasterly along the middle line of the Erie Canal to the center of the Erie Canal to the center line of Ruhlmann Street extended westerly; thence easterly along the middle line of Ruhl Street extended and Ruhlmann Street to the center of the Transit Road, so called; thence south along the middle line of the said Transit Road to a point which is 1,221.66 feet south of the north line of Lot No. 12, Section 13, Township 14, Range 6 of said Holland purchase; thence easterly on a line parallel to the north line of said Lot No. 12 and the north line of lot No. 10 in said Section 13, 2,850.54 feet to the center of the highway known as Locust Street extended; thence northerly along the middle line of said Locust Street extended, 246.18 feet to a point which is 975.48 feet south of the north line of said Lot No. 10; thence easterly parallel to the north line of said Lot No. 10 and the north line of Lot No. 8 of said section, 782.02 feet to a point; thence southerly on a line parallel with the center line of Beattie Avenue, 350 feet to a point; thence easterly along a line parallel with the north line of Lot No. 10 and the north line of Lot No. 8, 883 feet to the center line of Beattie Avenue; thence northerly along the center line of Beattie Avenue, 1,331.42 feet to the center line of Lincoln Avenue; thence easterly along the north lines of Lot Nos. 6, 4 and 2 of said Section 13, being the middle line of the highway known as Lincoln Avenue extended, 4,522.98 feet to the east line of Lot No. 1, Section 14, Range 6 of said Holland purchase; thence northerly along the east lines of Lot Nos. 1 and 2 of said Section 14, and the east line of Lot No. 1, Section 15, Township 14, Range 6 of said Holland purchase, to the middle line of the Old Niagara Road; thence northwesterly along the middle line of said Old Niagara Road across Lot Nos. 1 and 2 of said Section 15 to the place of beginning. The City of Lockport shall be apportioned under a plan of apportionment consisting of five wards, described as follows:
WARD 1
WARD 1 shall include that portion of the City of Lockport bounded and described as follows:
Beginning at a point which is the intersection of the center line of East Avenue, and the east Lockport City line; thence proceeding southwest along the center line of East Avenue and continuing southwest along the center line of Main Street, to its intersection with the New York State Erie Canal; thence proceeding southwest along the New York State Erie Canal to its intersection with the center line of North Transit Road; thence proceeding north along the center line of North Transit Road to its intersection with the center line of Grand Street; thence proceeding east along the center line of Grand Street to its intersection with the center line of Church Street; thence proceeding north along the center line of Church Street to its intersection with the center line of Hill Street; thence proceeding west along the center line of Hill Street to its intersection with the center line of North Transit Street; thence proceeding north along the center line of North Transit Street to its intersection with the center line of Glenwood Avenue; thence proceeding east along the center line of Glenwood Avenue to its intersection with the center line of Gooding Street; thence proceeding northwest along the center line of Gooding Street to its intersection with the center line of West Jackson Street; thence proceeding north and west along the center line of West Jackson Street to its intersection with the center line of North Transit Street; thence proceeding north on the center line of North Transit Street to its intersection with the center line of Old Niagara Road, also being the north Lockport City line; thence proceeding east along the Lockport City line to its intersection with the center line of East Avenue, also being State Route 31, the point or place of beginning.

WARD 2 shall include that portion of the City of Lockport bounded and described as follows:
Beginning at a point which is the intersection of the center line of Genesee Street and Pine Street; thence proceeding south along the center line of Pine Street to its intersection with the center line of High Street; thence proceeding east along the center line of High Street to its intersection with the center line of Locust Street; thence proceeding southeast and south along the center line of Locust Street to its intersection with the center line of Lincoln Avenue; thence proceeding east along the center line of Lincoln Street and continuing along the center line of Lincoln Street, also being the south Lockport City line; thence north along the Lockport City line to its intersection with the center line of Royal Lane, also being the east Lockport City line; thence continuing north along the center line of Royal Lane, also being the Lockport City line, to its intersection with the center line of Akron Street; thence proceeding northwest along the center line of Akron Street to its intersection with the center line of High Street; thence proceeding west along the center line of High Street to its intersection with the center line of Erie Street; thence proceeding north along the center line of Erie Street to its intersection with the center line of Lewis Street; thence proceeding west along the center line of Lewis Street to the center line of Washburn Street; thence proceeding north along the center line of Washburn Street to the center line of Genesee Street; thence proceeding west along the center line of Genesee Street to its intersection with the center line of Pine Street, the point or place of beginning.

WARD 3 shall include that portion of the City of Lockport bounded and described as follows:
Beginning at a point which is the intersection of the Lockport City line, also being the center line of Old Niagara Road, and the center line of North Transit Street; proceeding south on the center line of North Transit Street to its intersection with the center line of West Jackson Street; thence proceeding east and south along the center line of West Jackson Street to its intersection with the center line of Gooding Street; continuing southeast along the center line of Gooding Street to its intersection with the center line of Glenwood Avenue; thence proceeding west along the center line of Glenwood Avenue to its intersection with the center line of North Transit Street; thence proceeding south along the center line of North Transit Street to its intersection with the center line of Hill Street; thence proceeding east along the center line of Hill Street to its intersection with the center line of Church Street; thence proceeding south along the center line of Church Street to its intersection with the center line of Grand Street; thence proceeding west along the center line of Grand Street to its intersection with the center line of North Transit Street; thence proceeding south along the center line of North Transit Street to its intersection with the New York Erie Canal; thence proceeding southwest along the New York State Erie Canal to its intersection with the south Lockport City line; thence proceeding west along the Lockport City line to its intersection with the center line of North Transit Street, being the point or place of beginning.

Beginning at a point which is the intersection of the center line of Akron Street and the east Lockport City line; thence proceeding northwest along the center line of Akron Street to its intersection with the center line of High Street; thence proceeding west along the center line of High Street to its intersection with the center line of Erie Street; thence proceeding north along the center line of Erie Street to its intersection with the center line of Lewis Street; thence proceeding west along the center line of Lewis Street to the center line of Washburn Street; thence proceeding north along the center line of Washburn Street to the center line of South Street; thence proceeding northeast and east along the center line of South Street to its intersection with the center line of Erie Street; thence proceeding north along the center line of Erie Street to its intersection with the center line of Walnut Street; thence proceeding northeast along the center line of Walnut Street to its intersection with the center line of Cave Street; thence proceeding northwest along the center line of Cave Street to its intersection with the center line of East Avenue; thence proceeding northeast along the center line of East Avenue, also being State Route 31 to its intersection with the east Lockport City line; thence proceeding south along the Lockport City line to its intersection with the center line of Akron Street, the point or place of beginning. The citizens of this state from time to time residing in said city shall continue to be a corporation by the name of the "City of Lockport." Said corporation shall be a municipal corporation with all the powers of a municipal corporation under the laws of this state, and:
1. 
May take, purchase, hold, sell and convey real and personal property;
2. 
May take such property by gift, grant, purchase, bequest, devise, and by condemnation;
3. 
May have and hold real and personal property in trust for any purpose of education, art, health, charity or amusement, for parks, gardens, the burial of the dead, the erection of statues, monuments, public buildings, or other public use, upon such terms as may be prescribed by the grantor or donor and accepted by said corporation, and may provide for the proper execution of said trust;
4. 
May have, use and from time to time alter a common seal;
5. 
May sue and defend in all courts;
6. 
May have and exercise all rights, privileges and powers essential to a proper exercise of its corporate functions, including all that may be necessarily incident to, or may be fairly implied from the powers specifically conferred upon such corporation. [§ 4, L. 1911, c. 870]
The municipal and fiscal year in said city shall each begin on the first day of January. [§ 5, L. 1911, c. 870]
