There is hereby established a Police Commission,
hereinafter called the "Commission." Said Commission shall consist
of five persons who shall be appointed by a majority of all the members
of the City Council.

The City Council shall, on the first Tuesday
of the month of July, appoint to the Commission five members, whose
original terms of office shall be as follows: one member for three
years, two members for two years, and two members for one year. Upon
expiration of the original appointments, subsequent terms for new
members of the Commission shall be for terms of two years, commencing
on the first Tuesday of July.

No person shall be appointed a member of the
Commission who has not been a resident of the City of Chicopee for
at least five continuous years previous to said appointment or who
is a member of the City Council or holds any municipal office for
which he receives compensation. If, after appointment, a member of
the Commission ceases to be a resident of the City, becomes a member
of the City Council, or holds any municipal office for which he receives
compensation, the office as a member of the Commission shall forthwith
become vacant.
A vacancy in such board shall be filled in the
manner of an original appointment within 30 days of its occurrence.
The members of said Commission shall serve without compensation.
The Commission shall adopt and from time to
time amend its rules of procedure. It shall choose one of its members
as Chairman and shall prescribe the length of term of office.

The Commission shall meet at least once a month.
It shall, in the month of June, submit a written report to the Mayor
and City Council detailing the work of the Commission during the previous
year.
The Police Commission shall make such lawful
rules for the maintenance of the Police Department, including the
regulation, government and discipline of such members and employees
as it deems wise and proper.
The Police Commission shall have the power to
examine into the absence of members and employees of the Department,
other than those allowed by law or ordinance, and may recommend the
approval or disapproval of the payment of salary for the period of
any absences.
