In the expansion of the declaration of legislative intent contained in Part 1, the intent of the Borough Commercial District to encourage the retention and the future development of traditional Main Street commercial uses and neighborhood services. Furthermore, it is the intent of this Part to preserve the existing streetscape of individual blocks through flexible regulations designed to promote existing building setbacks.

1. 
Business offices including, but not limited to, security and commodity brokerage, real estate sales, travel agency, employment counseling, insurance sales, advertising, mailing and stenographic services.
2. 
Professional office for the practice of medicine, law, engineering, architecture or design, real estate, insurance, or financial institution.
3. 
Bank or financial institutions.
A. 
If a drive-in window is provided, a minimum of eight cars stacking area shall be provided, including the space at the window.
B. 
These spaces shall not interfere with other parking spaces or internal circulation on the site.
4. 
Retail establishment for the sale of dry goods, variety merchandise, clothing, food, baked goods, beverages, flowers, plants, drugs, hardware, books, and furnishings.
5. 
Sale and repair of watches, clocks, optical goods, musical, professional or scientific instruments.
6. 
Personal service shop: barber or beauty shop custom tailoring, shoe repair, or dry cleaning (provided that no cleaning operations are performed on the premises).
7. 
Liquor store.
8. 
Video rental store.
9. 
Restaurants and cafeterias not to include drive-in restaurants.
10. 
Municipal or government office, public utility office.
11. 
Studio for dance, fitness, music, art, or photography.
12. 
Undertaking or funeral establishments.
13. 
Clubs, lodges, fraternal organizations.
14. 
Educational, religious (including parsonage and church) or philanthropic uses.
15. 
Public library.
16. 
Laundromat, that is designed to serve local needs.
17. 
Residential uses, provided that they are not located on the street or ground levels and are above a nonresidential use.
18. 
Bed-and-breakfast in compliance with Part 8, § 27-813, of this Chapter.
19. 
Accessory uses, pursuant to Part 8, § 27-811, of this Chapter.
20. 
Any use of the same general character as the permitted uses above.

The following standards shall apply to all permitted uses in the BC District:
A. 
The minimum lot size shall be 2,000 square feet.
B. 
The minimum lot width shall be 25 feet.
C. 
The front building setback shall be the public sidewalk or 15 feet from the curbline of the public street, which ever is greater. However where a building line has been established, then the front setback shall be the building line of the majority of the building on the block.
D. 
There shall be no side yard setback for buildings that share a party wall. For buildings situated on a corner, the side yard set back shall be the public sidewalk or 15 feet from the curbline of the public street, whichever is greater. In all other situations the minimum set back shall be 10 feet.
E. 
The minimum rear yard set back shall be 20 feet.
F. 
The maximum impervious coverage cannot be more than 85% of the lot area.
G. 
The maximum building height shall be 40 feet.
H. 
All reconstruction, modifications or additions to existing structures in the BC District shall be made in conformance with the Borough of Conshohocken Facade Improvement Guidelines.

1. 
Gasoline service station meeting the following standards:
A. 
All activities except those performed at fuel or air pumps shall be performed within an enclosed building.
B. 
Fuel pumps shall be set back at least 15 feet from any ultimate right-of-way.
C. 
No paint spraying or bodywork shall be permitted.
2. 
Drive-in convenience store meeting the following standards:
A. 
Fuel pumps, if provided, shall be set back at least 15 feet from any ultimate right-of-way.
3. 
Parking lots or garages provided that they are secondary to the primary use.
4. 
Restaurants, taverns or bars that sell alcoholic beverages for on-site consumption, provided that there are 350 feet between such establishments.

1. 
All new buildings or structures shall be designed in conformance with the Borough of Conshohocken Facade Improvement Guidelines.
2. 
No outside storage, except seasonal items (such as nursery stocks, produce, Christmas trees, etc.), shall be permitted.
3. 
Motor vehicles may be stored in rear or side yards only and the storage area shall be landscaped according to the screen planting requirements of the Subdivision and Land Development Ordinance [Chapter 22].
4. 
The design of the entrance/exit ways and the parking lot shall be satisfactory to the Borough Engineer.

The following standards shall apply to conditional uses in the BC District:
A. 
The minimum lot size shall be 10,000 square feet, except for parking lots or garages, which shall be located on the same lot as the principal use.
B. 
The following standards shall apply only to gasoline service stations:
(1) 
The minimum lot width shall be 150 feet.
(2) 
The minimum front yard setback shall be 40 feet.
C. 
All other permitted use dimensional requirements shall apply to the conditional uses; however parking lots or garages shall also meet the standards of § 27-1307 of this Chapter and where there is a conflict the requirements of § 27-1307 shall apply.

In addition to the requirements found in Part 20, Off-Street Parking and Loading, the following requirements shall apply:
A. 
The following setbacks apply to all parking lots or areas where cars are parked in the BC District:
(1) 
From the rear property line: 10 feet.
(2) 
From the side property line: five feet.
(3) 
From the building: five feet.
B. 
The following setbacks apply to all parking garages or structures in the BC District:
(1) 
From any property line between lots: 15 feet.
(2) 
From any curbline of a public street when a parking structure is located on a public street: 25 feet.
(3) 
From the principal building: 10 feet, although the structure may connect to the main building by a covered walkway.
C. 
Borough Council, at their discretion, may waive the parking requirements for commercial or institutional uses that can demonstrate that off-street parking is not possible on their site and that they are within 500 feet of a public parking facility with adequate capacity to support the proposed use. A request for a waiver from the off-street parking requirement must be accompanied by a parking analysis prepared by a professional engineer or certified transportation planner.
D. 
A landscaping plan must be provided for all parking areas in accordance with the requirements of § 27-2007 of this Chapter.

All development proposals in the BC District will be subject to the review of the Borough Design Review Committee.
