A. In connection with the establishment of a restricted parking space
as set forth in § 186C-2, the Borough may issue a permit
for such space identifying the specific motor vehicle entitled to
the utilization of such space, pursuant to the provisions of N.J.S.A.
39:4-197.7. A permit shall be issued only to a person who can prove
ownership and operation of the motor vehicle and residency at the
location specified thereon and who has no available on-premises parking.
The permit shall be prominently displayed on the vehicle and shall
be of a size consistent with the statutory requirement. Only a motor
vehicle for which a valid permit has been issued and which has such
permit properly displayed shall be permitted to be parked in the restricted
parking zone indicated on such permit.
B. A permit under Subsection
A of this section shall be issued for the time period that is concurrent with the time period for which the applicant therefor has been issued a special vehicle identification card, windshield placard or wheelchair symbol license plates by the Division of Motor Vehicles and shall be required to be renewed at the same time for the permit to continue to be valid. In the event that no time period is specified, then such permit shall be required to be renewed on an annual basis.
Any person causing a motor vehicle to be parked in a restricted
parking space without possessing the necessary vehicle identification
card or without displaying on such vehicle the requisite identification
card shall be subject to such penalty as established by N.J.S.A. 39:4-203.
Any motor vehicle parked in a restricted parking space which

identification card has been issued pursuant to N.J.S.A. 39:4-206
may be towed therefrom by order of the Police Department. The owner
of such vehicle shall be responsible for all towing costs and storage
fees in connection with the removal of the vehicle.
