For the purposes of interpretation and enforcement of this article, the following words have the meanings hereinafter ascribed to them:
OPERATION
Any person who is in actual physical control of a vehicle or who causes a vehicle to be operated, whether the owner thereof or his agent, employee, licensee or invitee.
OWNER
A person who holds legal title of a vehicle or in whose name a vehicle is currently registered or was last registered with the Department of Motor Vehicles of the State of New Jersey.
PERSON
Any person, firm, partnership, corporation, company or organization of any kind.
VEHICLE
Passenger automobiles, motorcycles, and trucks weighing less than 1/2 ton. It shall not include trailers, recreational vehicles, trucks over 1/2 ton, buses, or farm machinery or equipment.

The following described lots or tracts of land in the Borough of Edgewater are hereby designated as municipal parking lots:
A. 
Lots 10 and 11 in Block 54 on the current Tax Assessment Map of the Borough of Edgewater, being more commonly known as "21 Hilliard Avenue."
B. 
Lot 1 in Block 53 and Lot 2 in Block 46, being more commonly known as "915 River Road."

A. 
Except as provided in Subsection C of this section, it shall be unlawful for any person to park any motor vehicle at the municipal parking facility opposite Borough Hall on River Road, designated as Block 43, Lot 1, and Block 46, Lot 2, as depicted on the Tax Assessment Map of the Borough of Edgewater,[1] for a period of more than two consecutive hours between 6:00 a.m. and 6:00 p.m., Monday through Friday, inclusive.

B. 
It shall be unlawful for any person to park any motor vehicle in the municipal parking facility on Hilliard Avenue which is designated as Block 54, Lots 10 and 11, as depicted on the Tax Assessment Map of the Borough of Edgewater, for a period of more than two consecutive hours between 6:00 a.m. and 6:00 p.m., Monday through Friday, inclusive.
C. 
The time limitations as set forth in Subsections A and B of this section shall be inapplicable to any vehicle displaying a resident parking permit.
D. 
No person shall park any vehicle in the parking area immediately to the west of Borough Hall and known as Block 54, Lots 5, 6 and 7, as depicted on the Tax Assessment Map, except for emergency vehicles and the vehicles of municipal employees.
The parking of vehicles in all municipal-owned parking lots in the Borough of Edgewater, between the hours of 8:00 a.m. and 6:00 p.m., is hereby limited to a period of two hours; provided, however, that after 6:00 p.m., vehicles may park thereon for a period longer than two hours. No vehicle may be parked in any municipal parking lot for a period longer than 24 consecutive hours.
The use of any municipal parking lot in the Borough of Edgewater shall be expressly limited to parking purposes only, and no auto repairs, ballplaying or any other type of activity shall be permitted thereon.

In addition to the penalty that may be imposed for the violation of any of the provisions of this article, if any vehicle is parked in any municipal-owned parking lot in violation of any of the provisions of this article, the Police Department may cause such vehicle to be removed to such place as is designated by the Chief of Police and/or Police Director or other officer acting in such capacity. The owner or operator of any vehicle so removed shall pay the reasonable cost and expense of such removal and storage which may result therefrom, and any person, firm or corporation desiring to reclaim such vehicle may do so by paying the expenses of such removal and storage.

Any person who violates or fails to comply with any provision of this article shall, upon conviction thereof, be subject to a fine in the amount of $50 for each violation.
