A. 
Foundation. The ground shall be excavated to a depth of not less than five inches from the finished grade of the sidewalk. In case the present ground level is below subgrade, the same shall be brought up thereto with good earth, properly tamped and thoroughly compacted and containing no stones over six inches in diameter. Where the present surface consists of soft or improper material, the same shall be excavated and brought to subgrade in the same manner as above. After the subgrade has been prepared and tamped, there shall be placed thereon one inch of good, clean sand, which shall be evenly spread over the entire surface.
B. 
Concrete.
(1) 
Concrete shall be as provided by Ready Mix Truck. Concrete mix shall be 3,500 pounds per square inch design or better.
(2) 
The slump for mix shall be 3 1/2 inches to 5 1/2 inches.
C. 
Forms. The forms shall be placed to accurately conform to the lines and grade established and marked out on the ground by the City Engineer.
D. 
Surface finish. All concrete finish shall be picture-framed with a fine broom finish. For example, four-foot or five-foot panels shall be edged on all four sides after the broom finish has been completed.
E. 
Thickness and dimensions of blocks. Concrete shall be at least four inches in depth in normal sidewalk areas and six inches in depth at approach aprons and sidewalk crossings at driveways.
F. 
Joints. Expansion joints shall be placed at a maximum of twenty-foot intervals. Where concrete thickness changes, an expansion joint shall also be installed.
G. 
Joints and corner finish. The finish between the sections and all corners forming surfaces shall be finished by tool dressing, leaving rounded edges.
H. 
Grades.
(1) 
Grades of replacement sidewalks shall follow existing conditions.
(2) 
New sidewalk grades shall first be approved by the City Engineer prior to construction.
A. 
Materials and concrete. The materials used shall be the same as described in the specifications for concrete sidewalks and shall be mixed in the same manner.
B. 
Placing. After the materials have been thoroughly mixed, they shall be placed in the form and the outside edge sufficiently spaded and the top floated so that no stones shall be within 1/2 inch of either outside surface. The use of a facing of mortar after the forms have been removed will not be allowed.
C. 
Dimensions. The curb shall be at least 18 inches in depth and five inches in thickness at the top. The back of the curb shall be plumb and the face shall have a batter of one inch in nine inches, thus making the bottom width seven inches for an eighteen-inch curb. The upper outside edge shall be rounded to a radius of not more than 3/4 inch nor less than 1/2 inch.
D. 
Joints. The curbing shall be cut into sections of not more than five feet and shall be cut entirely through to allow for expansion and contraction. Joints shall be not less than 1/4 inch and filled with sand. All joints shall be finished by tool dressing, leaving rounded edges.
E. 
Forms. Forms must be carefully laid to the line and grade given by the City Engineer, and all street corners shall be rounded to such a radius as he may direct. Curbs shall be backed up with earth as soon as completed and all rubbish, sand, etc., removed from the street immediately following completion of the work.
F. 
All street corners shall allow for handicapped accessibility, according to generally accepted standards.

Before constructing or laying any sidewalk or curbing in any of the streets, squares or public places of the City of Glens Falls, application, in writing, for a location and grade for the sidewalk and curbing to be constructed or laid shall be made to the City Engineer, on forms to be provided for that purpose, by the person desiring to construct or lay the same, and no such sidewalk or curbing shall be constructed or laid until after such location and grade has been furnished by the City Engineer. In all cases, the work of laying sidewalks or curbings shall be under the direction and supervision of the City Engineer.[1]
