The powers, composition, terms, election, eligibility, authority, prohibitions, and other matters concerning the elected Board of Supervisors are set forth in Article III of the Home Rule Charter for the Township of Kingston.

Each Township Supervisor shall receive a salary of $50 per regular scheduled and advertised meeting attended, payable at each regular monthly meeting. This salary may be changed as the Board of Supervisors shall from time to time ordain in accordance with Section 1310 of the Home Rule Charter.

To protect the Township Supervisors from personal liability in the performance of their duties, indemnification and personal liability insurance shall be provided by the Township. The amounts and limits of said insurance will be determined in the annually approved insurance contracts as outlined in Part 5, Bonds and Insurance, of this Administrative Code.

The Board of Supervisors shall elect a Chairman and Vice Chairman as provided in Section 303 of the Home Rule Charter.

The Chairman, at the stated hour for each meeting, shall call the meeting to order. He shall preserve order and decorum, decide all questions of order and conduct the proceedings of the meetings in accordance with parliamentary rules contained herein and in Robert's Rules of Order, unless otherwise provided by statute.

If the Chairman is absent at the designated time for any meeting, the Vice Chairman shall call the meeting to order and preside.
4. 
In the absence of the Chairman and the Vice Chairman, the Board of Supervisors shall elect a Chairman Pro Tem, who shall have all the powers of the Chairman.

Regular meetings of the Board of Supervisors shall be held in the Kingston Township Municipal Building, or at other such location as may be designated by the Board, on the second Wednesday of each month at 8:00 p.m. Adjourned and special meetings shall be called in compliance with Section 310 of Article III of the Home Rule Charter.

A regularly stated time for public comments on matters not included in the agenda is provided in the order of business for each regular meeting of the Board of Supervisors. On matters included in the agenda, citizens and taxpayers will be recognized for comments during the time the agenda item is under discussion. A citizen or taxpayer who wishes to be heard will address the chair, state his name and address for the record and confine himself to the question under debate. A member of the public may be asked by the Chairman, should the orderly procedure of the meeting so require, to limit his remarks to no longer than five minutes.

All rules of procedure shall be in accordance with Section 310 of the Home Rule Charter and the current edition of Robert's Rules of Order.

The roll call of members shall be called with the Chairman first, Vice Chairman second. All final action in adopting ordinances or resolutions shall be by roll call vote, and the vote of each Supervisor shall be entered in the minutes of the meeting. An abstention by a member who is present at a meeting shall be considered an affirmative vote unless the member has disqualified himself from consideration of the action before discussion or vote, stating his reasons therefor.

No Supervisors shall address the Board until he has been recognized by the presiding officer. He shall thereupon address himself to the presiding officer and confine his remarks to the question under discussion. All Supervisors shall be provided opportunity by the presiding officer to participate fully and equally on each item being discussed.

When two or more members simultaneously seek recognition, the presiding officer shall name the member who is to speak first.
5. 
When a question is under discussion, no action shall be in order except to adjourn, to lay it on the table, to call the previous question, to postpone to a certain day, to refer to a committee, to amend or to postpone indefinitely. These motions shall have precedence in the order listed.

Any member desirous of terminating the debate may move the previous question, in which event the presiding officer shall announce the question as "Shall the main question now be put?". If the majority of the members present vote in the affirmative, the main question shall be taken without further debate, its effect being to put an end to all debate and bring the Board of Supervisors to a direct vote, first upon any pending amendments and then upon the main question.

A motion to adjourn shall always be in order, and a motion to adjourn, to lay it on the table and call for the previous question shall be decided without debate.
8. 
The Board of Supervisors may adopt, by ordinance, such other rules of procedures as may be deemed appropriate and are not in conflict with the Home Rule Charter and this Administrative Code.

Standing and ad hoc committees of the Board of Supervisors may be established by the Chairman on the majority affirmative vote of the Board of Supervisors.

1. 
Notwithstanding any term or provision of the Charter of the Township of Kingston, the ordinances of the Township of Kingston, or the Second Class Township Code, or any other statute, legislation or resolutions of the Township of Kingston, no serving member of the Board of Supervisors shall be entitled to membership in or eligible for inclusion in any group health, hospitalization, medical service and accident insurance plans paid in whole or in part by the Township of Kingston.
2. 
The terms and provisions of this Section shall apply to all Supervisors while serving in office or while in the employ of the Township of Kingston during their service as Supervisor, in their capacity as a Supervisor. During such employ by the Township of Kingston, such serving Supervisor may qualify, as an employee only, for eligibility for inclusion in any group health, hospitalization, medical service and accident insurance plans paid in whole or in part, upon the condition that such inclusion is at all times, granted as a benefit to all other employees and upon the same terms and conditions for inclusion and eligibility.
