The requirements and practices contained in this article are
intended to cover permanent full- or part-time employees. Such requirements
may be waived by the Council where emergent matters of employment
so require or where the proposed employment is temporary only and
the circumstances require immediate employment.
The term "full-time employee" shall include those persons who
regularly perform assigned recurring duties each week and who work
a minimum of 35 hours each week.
The term "part-time employee" shall include those persons who
perform assigned duties who do not work 35 or more hours each week.
The Council must formally approve the creation of any new Township
position and authorize the filling of such position prior to the initiation
of employment action. In addition, there must be provided in the current
budget adequate funds to compensate the appointee.
All vacancies for which funding has been provided shall be filled
by the Mayor with the advice and consent of the Council after reviewing
recommendations of the applicable department heads and the Council
Personnel Committee. The Township shall comply with the New Jersey
Civil Service Act, N.J.S.A. 11A:1-1 et seq., in filling all vacancies.
Vacancies in positions shall be advertised in a newspaper of
general circulation in the vicinity of the Township in order to give
any interested person an opportunity to apply for the position. Such
notice shall specify a date by which application must be received
in order to be considered. Notice shall also be provided to all parties
certified as eligible by the New Jersey Department of Personnel.
An application for employment form, which may be obtained at
the office of the Township Clerk, shall be completed by all persons
applying for positions with the Township and submitted to the Township
Clerk.
As soon as practical after the final date specified for filing, all such applications received (including those from Township employees) shall be considered by the applicable department heads and Council Personnel Committee, with that Committee's recommendations to be acted on in accordance with §
46-18.
Except when statutory requirements direct otherwise, all new
employees of the Township, or old employees transferred to new jobs,
shall be considered as being on trial or probation for a minimum period
of six months. Prior to the termination of the probationary period,
the Personnel Committee shall conduct a review and evaluate the employee.
The Township Clerk shall check all papers, etc., for completeness
and set up a personnel history file for each new employee.
