A. 
The owner or tenant of any tract of land upon which is erected an industrial, commercial or business structure or building which tract of land abuts or borders upon the sidewalk of any public street, avenue or highway in the Township of Upper Moreland shall remove the snow and ice from such sidewalk or sidewalks bordering said land by clearing a path of minimum width of four feet no later than the end of the first full business day after the day during which the snow, sleet or freezing rain has ceased to fall. Where ice or snow is frozen on the sidewalk or ice forms on the sidewalk from melting snow or any other source, it shall be removed or covered with sand or salt. For the purpose of this section, a business day shall be the hours from 7:00 a.m. to 9:00 p.m. Monday through Saturday, except holidays.
B. 
In the removal of snow and ice mandated by this section, the owner or tenant shall not place or permit same to be placed in or upon any adjoining property or private street without permission or any abutting public street, avenue or highway. The property owner or tenant shall be presumed to be responsible for any snow or ice found in the roadway abutting his property.
A. 
The owner or tenant of residentially improved land or of vacant land abutting or bordering upon the sidewalk of any public street, avenue or highway in the Township of Upper Moreland shall remove all snow and ice from such sidewalk or sidewalks bordering said land within 48 hours after the snow, sleet or freezing rain shall cease to fall. Where ice or snow is frozen on the sidewalk or ice forms on the sidewalk from melting snow or any other source, it shall be removed or covered with sand or salt.
B. 
In the removal of snow and ice mandated by this section, the owner or tenant shall not place or permit same to be placed in or upon any adjoining property or private street without permission or any abutting public street, avenue or highway. The property owner or tenant shall be presumed to be responsible for any snow or ice found in the roadway abutting his property.
No person shall plow, dump or deposit any snow or ice being removed from any driveway or parking area onto any public street or highway or any public sidewalk. The property owner or occupier of the property from which such snow or ice is removed and which is plowed, dumped or deposited onto any public street or highway or any public sidewalk shall be presumed to be responsible for any snow and ice found to have been plowed, dumped or deposited onto any public street or highway or any public sidewalk.

A. 
Each person, firm or corporation in violation of the provisions of § 290-1 or 290-2 of this article shall receive notice of such violation. Notice may be served upon the property owner verbally if he or she resides in the Township. If the owner does not reside in the Township, then such notice may be served verbally upon the tenant, owner, or occupant of the premises. If there is no tenant or occupant, then such notice may be posted on the premises.
B. 
Any person, firm or corporation who fails to remove the snow or ice from the sidewalk within 24 hours of receiving the verbal notice set forth in Subsection A of this section shall be issued a Township notice of violation by the Upper Moreland Police Department, imposing a fine based on the quantity of notices of violation the person, firm or corporation has been issued for the particular violation, in accordance with the amounts set forth in Chapter A370. Any person, firm or corporation in receipt of such notice of violation shall report within five days to the Township Building and settle the charge by paying the fine set forth in the notice of violation.

C. 
Should such person, firm or corporation fail to challenge the notice of violation, fail to report to the Township Building within five days, or, having reported, fail to settle the charge by paying the prescribed sum of money to the Township, the Police Department will rescind it, and the officer who served the notice of violation shall file a non-traffic citation with the Township Magisterial District Judge.

D. 
Upon summary conviction before a Magisterial District Judge, the offender shall be sentenced to pay a fine of not less than $100 nor more than $300 plus costs of prosecution and the Township's actual attorneys' fees for violation of any of the provisions of § 290-1, or a fine of not less than $50 nor more than $100 plus costs of prosecution and the Township's actual attorneys' fees for violation of any of the provisions of § 290-2.
E. 
Any person, firm or corporation who fails to comply with the provisions of § 290-3 shall be issued a Township notice of violation by the Upper Moreland Police Department, imposing a fine based on the quantity of notices of violation the person has been issued for violation of § 290-3, in accordance with the amounts set forth in Chapter A370. Should the offender fail to pay the fine or challenge the notice of violation within five days of the date of issuance, the Police Department will rescind it and file a non-traffic citation with the Township Magisterial District Judge. Upon summary conviction before a Magisterial District Judge, the offender shall be sentenced to pay a fine of not less than $100 nor more than $300 plus costs of prosecution and the Township's actual attorney's fees.
